Ensuring supply and demand of essential goods to serve the "Quang Trung Campaign"

(GLO)- Steering Committee 389 of Gia Lai province has just issued Official Dispatch No. 29/BCĐ389-TT on ensuring supply and demand of essential goods and construction materials and preventing speculation, hoarding, and unreasonable price increases during the implementation of "Quang Trung Campaign".

According to Steering Committee 389 of Gia Lai province, in recent times, storm No. 13, heavy rain, floods and landslides have caused serious damage to people's lives, disrupting the supply of many essential goods.

Some commodities have experienced local price fluctuations, with the risk of being exploited for speculation, hoarding, and price increases, especially for construction materials for housing reconstruction. In addition, the time approaching the New Year and Lunar New Year, the increased consumer demand further poses the risk of market fluctuations.

This is an extremely important stage, requiring strong, drastic and synchronous participation of all functional forces, local authorities and the business community.

To effectively implement the Prime Minister 's Official Dispatch 234/CD-TTg, units must be highly focused and deploy the "Quang Trung Campaign" with the spirit of speed - determination - efficiency. The Gia Lai Provincial Steering Committee 389 requests departments, branches, member units of the Provincial Steering Committee 389 and localities to seriously disseminate the entire spirit and requirements of the Official Dispatch, considering this a key and urgent task; must be implemented immediately, without delay, without formality, and without lax management at any time.

Actively and closely monitor the supply-demand situation and sources of all essential goods; review the demand for construction materials in each locality to promptly regulate, absolutely not allowing shortages, supply disruptions or unreasonable price increases.

Units must strengthen forecasting and monitoring of market developments, promptly identify risks of supply-demand imbalance for immediate handling, and prevent hot spots from arising; coordinate closely, not shirk responsibility, and not miss important information.

At the same time, proactively work with businesses and distribution systems to understand supply capacity and inventory levels, prepare plans to supplement and transfer goods and mobilize social resources when necessary to ensure continuous supply throughout the area.

Closely monitor and control price levels on both retail channels, including modern retail channels (supermarkets, convenience stores, retail chains) and traditional retail channels (traditional markets, grocery stores, agents), to promptly detect and handle unusual fluctuations; increase surprise inspections and sample testing of essential goods, especially food.

Resolutely handle acts of speculation, hoarding, illegal price increases, trading in counterfeit goods, poor quality goods, and goods of unknown origin, and transfer cases showing signs of serious violations to the investigation agency.

Departments, branches, sectors, units, localities and functional forces must tighten discipline and public order and take absolute responsibility for the assigned areas and fields; heads are directly responsible and will be strictly handled if there is lax management, repeated violations or failure to promptly prevent acts of speculation, hoarding, price increases, counterfeit goods, and poor quality goods; all violations will be handled, without exception, and without forbidden areas.

Propaganda work must be implemented vigorously and extensively; requiring businesses to list prices and sell at the right price; instructing people to use goods of known origin and quality; at the same time encouraging people to choose modern retail systems to ensure quality and stable prices. Units implement a quick reporting regime when there are price fluctuations, shortages or unusual signs; Market Management teams in disaster-affected areas report daily, other units report periodically or suddenly as required. Reports are sent to the Standing Office of the Provincial Steering Committee 389 - Market Management Department for synthesis and advice to the Provincial People's Committee for direction.
