(PLVN) - Through the quick grasp of banking units in Quang Ninh, by the end of September 10, 2024, there were a total of 10,811 customers, with a total outstanding debt of VND 7,437 billion; Hai Phong had a total of 890 customers with a total outstanding debt of VND 15,686 billion affected after the storm. The State Bank directed commercial banks to urgently take measures to support customers.

Deputy Governor of the State Bank of Vietnam (SBV) Dao Minh Tu recently had a meeting with Quang Ninh and Hai Phong about the losses of bank customers after storm No. 3.

The report at the meeting showed that, through the quick grasp of banking units in Quang Ninh, by the end of September 10, 2024, a total of 10,811 customers, with a total outstanding debt of VND 7,437 billion (accounting for 3.9% of the total outstanding debt in the whole area) were severely affected by the consequences of storm No. 3; in particular, some customers in the aquaculture sector were severely affected (losing their aquaculture rafts); In Hai Phong, a total of 890 customers with a total outstanding debt of VND 15,686 billion were affected after the storm.

Mr. Dao Minh Tu - Permanent Deputy Governor of the State Bank of Vietnam affirmed that the consequences of storm No. 3 were very large, many customers and businesses suffered losses without the ability to repay debts and almost lost all assets, with no source to compensate in the immediate future. Therefore, this is a big problem for all levels and sectors, especially the banking sector and commercial banks (CBs).

“It is necessary to have timely and appropriate policies to ensure and immediately resolve immediate and long-term needs, contributing to stabilizing life during these stormy days, as well as overcoming the consequences in the coming time,” said the Deputy Governor.

Specifically, the State Bank has sent a document to all commercial banks to focus on providing immediate support to businesses, people and borrowers; Next, there are reasonable and active policies to temporarily suspend debt, defer debt, and reduce interest on debts that have come due, and debts that are about to come due will be handled more positively for customers and borrowers.

In particular, the debts of customer enterprises in the fields of rural agriculture, aquaculture in Quang Ninh areas must have reasonable policies and mechanisms, first of all, debt deferral, interest reduction and especially bold new loans so that enterprises, people and households have new capital to rotate, while old debts will be considered and resolved in accordance with actual conditions as well as in the spirit of drastic direction of the Government and Prime Minister in the recent and upcoming stormy days.

In addition, according to the Deputy Governor, during and immediately after the storm, consumer loans are also needed so that people can have funds to buy household appliances and equipment.

Mr. Le Duy Hai - Deputy General Director of VietinBank said that according to preliminary statistics, there are about 195 corporate customers affected by storm No. 3 with outstanding debt of about 18,000 billion VND. In the coming time, Vietinbank will quickly assess the overall damage to customers in the entire system to have appropriate support measures. For customers who have purchased insurance from the bank, VietinBank will quickly speed up compensation work to create conditions for people to quickly stabilize their lives.

Mr. Le Trung Thanh - Deputy General Director of BIDV informed that BIDV has continuously updated information from branches in Hai Phong, Quang Ninh and some other localities to assess the level of damage to customers. The bank considers this an urgent task that needs to be prioritized, assessing each customer case to have a plan to restructure debt, extend debt, reduce interest rates, etc., issue credit packages with reasonable interest rates and reasonable scale to accompany people and businesses to recover after the storm.

Mr. Doan Ngoc Luu - Deputy General Director of Agribank said that Agribank has established working groups to meet, encourage, and share directly with customers affected by storm No. 3; grasp and assess the overall level of damage to loan customers, expected affected outstanding loans, debt repayment capacity, and solutions to support customers; At the same time, Agribank has directed ABIC Insurance Company to urgently carry out support and compensation procedures for customers, ensuring timely customer support;
