On the HPI ranking, leading the Top 10 countries with the most powerful passports are 3 Asian countries including: Singapore with visa-free access to 193 countries and territories around the world , South Korea with visa-free access to 190 countries and Japan with visa-free access to 189 destinations.

Meanwhile, the US passport ranked 12th, dropping out of the Top 10 for the first time since the HPI began being published 20 years ago. Malaysia also held the 12th position. Accordingly, citizens of the US and Malaysia are visa-free to 180 out of 227 countries and territories around the world.

The index was compiled by Henley & Partners, a London-based global citizenship and immigration advisory firm, using proprietary data from the International Air Transport Association. Because Henley counts multiple countries with the same score in the ranking, 36 countries actually rank higher than the US on the list.

Previously, in 2014, the US passport held the No. 1 position and until July 2025 was still in the Top 10. A series of reasons caused the US passport to leave the Top 10, including, in April 2025, Brazil ended visa exemptions for US, Canadian and Australian citizens due to lack of reciprocity. Meanwhile, China is introducing a friendlier policy, exempting visas for citizens of dozens of countries, mostly in Europe such as Germany and France, but not exempting visas for US citizens.

Two more countries, Papua New Guinea and Myanmar, also changed their entry policies, helping many other countries' passports increase in rankings, while the US passport fell in the rankings.
