By 2025, 40% of the adult population will use online public services.

Prime Minister Pham Minh Chinh - Head of the Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 has just signed Decision No. 126/QD-BCĐCP dated September 11, 2025 promulgating the 2025 operational plan of this Steering Committee.

The Prime Minister requested that by the end of 2025, 40% of the adult population will use online public services.

According to the plan, the Steering Committee assigns heads of working groups of the Steering Committee according to assigned tasks to direct heads of ministries, branches and localities to focus on prioritizing the timely and adequate allocation of resources to complete on schedule the key tasks and solutions for the last 4 months of 2025, and report to the Head of the Steering Committee on matters beyond their authority (if any).

Relevant ministries, branches and localities deploy tasks and solutions to implement Resolution No. 71/NQ-CP dated April 1, 2025 of the Government amending, supplementing and updating the Government's action program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation, national digital transformation and implementing Project 06. Specifically, raising awareness, making breakthroughs in innovation of thinking, determining strong political determination, resolutely leading and directing, creating new impulses and new momentum in the whole society in science and technology development, innovation and national digital transformation; urgently and resolutely perfecting institutions; eliminating all thoughts, concepts and barriers that are hindering development; making institutions a competitive advantage in science and technology development, innovation and digital transformation. Increase investment and improve infrastructure for science, technology, innovation and national digital transformation; develop and promote high-quality human resources and talents to meet the requirements of science, technology, innovation and national digital transformation development. Promote digital transformation, application of science, technology and innovation in the activities of agencies in the political system; improve the effectiveness of national governance and state management in all fields, ensure national defense and security; strongly promote science, technology, innovation and digital transformation activities in enterprises; strengthen international cooperation in science, technology, innovation and digital transformation development.

Relevant ministries, branches and localities shall carry out tasks and solutions, striving that by the end of 2025, 100% of administrative procedures that meet the conditions prescribed by law will be provided in the form of full-process online public services, 80% of administrative procedure records will be processed online, 40% of the adult population will use online public services; speed up connection and sharing of important data in areas such as: population, justice, education , banking, tax, insurance, enterprises, land, vehicles...

The Steering Committee requested relevant ministries, branches and localities to deploy tasks and solutions, especially tasks with a deadline of completion in the last 4 months of 2025 such as: urgently eliminating signal depressions and power shortages so that villages and hamlets can access digital transformation; ensuring a stable, efficient and sustainable power supply; building, cleaning and putting into operation, ensuring "correct - sufficient - clean - alive - unified - shared" for 12 key national and specialized databases; applying artificial intelligence in providing online public services on the National Public Service Portal...
