Chairman of the An Giang Provincial People's Committee Ho Van Mung said that up to this point, the initial difficulties and problems in operating the two-level local government have been basically resolved by the province. Currently, the apparatus is operating stably and effectively.
An Giang's major projects on schedule
"Regarding economic growth, the province achieved 7.85% (9 months), leading the Mekong Delta, but has not yet achieved the set growth scenario," said Mr. Ho Van Mung. It is expected that this year, economic growth will reach over 8% (8.17%), with some socio-economic targets such as the industrial development index and total retail sales of goods being achieved and exceeded. In particular, in the tourism sector, the target set for this year has been exceeded. Tourism revenue increased by 78.2% over the same period. This is a highlight of An Giang.

The province is focusing on implementing key projects, including the Chau Doc - Can Tho - Soc Trang expressway project. The Prime Minister has directed An Giang to shorten the progress by 14 months compared to the original plan. "We are currently striving to open the road to traffic on December 19," said Mr. Ho Van Mung. The second is implementing projects to serve the APEC Conference in 2027, the progress is currently meeting the requirements. Difficulties and obstacles have been resolved. Investors and contractors have been selected for the projects. Important projects directly serving the APEC Conference such as the expansion of the international airport, the convention center, and main traffic routes are meeting and exceeding the schedule.
Regarding the disbursement of public investment capital, An Giang has currently achieved a rate of over 63% compared to the capital plan assigned from the beginning of the year (if including additional capital such as capital for implementing projects serving the APEC Conference, this rate is 54%). "An Giang commits to disbursing 100% by the end of the year," said Mr. Ho Van Mung.
Disbursement in education and health sectors is still difficult.
Regarding the Ministry of Education and Training, Deputy Minister Le Tan Dung said that by November 20, 2025, the total disbursement was more than VND 963 billion (reaching 28.26%). Difficulties and obstacles mainly focused on projects under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas, ODA projects of Da Nang University and projects under Resolution 57-NQ/TW.
Regarding the Ministry of Health, Deputy Minister Le Duc Luan said that the Ministry's cumulative disbursement as of November 25, 2025 reached 20.1%.
Regarding the reason for the slow disbursement, according to Deputy Minister Luan, some projects have been completed and have been fully funded, however the disbursement rate is relatively low (the project of the National Children's Hospital, Facility 2 is only about 32%, the project of the National Maternity Hospital, Facility 2 is only about 25%), there is more than 1 month left to accept fire prevention and fighting, accept construction department, issue environmental license, purchase medical equipment, so it will affect the payment and settlement of the project.

Bach Mai Hospital 2 project (disbursed 105 billion VND, reaching 8.7%), Viet Duc Hospital 2 (disbursed 39 billion VND, reaching 3.3%). Both hospitals will focus on disbursement in December (capital of 1,023 billion VND).
Deputy Minister of Health Le Duc Luan said that the disbursement work will be concentrated in December; the ability to disburse capital by December 31 will reach more than VND 3,543 billion (64.8%).
According to the report of the Ministry of Finance, medical works in general (especially hospital works) are special public works, with high requirements on functional chain of use, complex technical systems equipped in the works, so there are many difficulties in the work of selecting design consultants, design preparation, appraisal, approval, and construction, which prolongs the project implementation time.
Some projects and works are located in the urban core, with restrictions on planning, construction, and execution within the hospital campus to ensure medical examination and treatment activities, so construction conditions are limited, causing delays in implementation progress.
Removing obstacles in mechanisms, policies and laws
After listening to reports and discussions, concluding the meeting, Deputy Prime Minister Le Thanh Long stated that Party and State leaders have given many instructions on public investment disbursement and economic growth in 2025. The Government, the Prime Minister, and members of the Government have resolutely implemented to achieve this goal, and nothing has changed. Disbursement of public investment in 2025 strives to reach 100%, which will directly support economic growth in 2025 to reach 8% or more, paving the way for at least double-digit growth in 2026, the Deputy Prime Minister stated.

Deputy Prime Minister Le Thanh Long assessed that the disbursement of public investment capital by the Ministry of Education and Training and the Ministry of Health is not optimistic. The disbursement figure up to this point is much lower than the national average (over 56%).
Acknowledging the difficulties and problems raised by ministries and branches, the Deputy Prime Minister stated that there are objective and subjective factors, but the subjective factor is the main one.
"As the Deputy Minister of Justice said, in terms of law, we have basically resolved everything. With the same legal basis, some ministries and branches have disbursed well, even in some places exceeding the allocated amount. I request that you pay special attention and not be subjective," Deputy Prime Minister Le Thanh Long emphasized.
Regarding the general socio-economic development situation of An Giang, including the disbursement of public investment capital, the Deputy Prime Minister acknowledged positive figures such as the growth rate in the first 9 months of the year of 7.85%, the disbursement of capital allocated from the beginning of the year reached 63%, higher than the national average. The socio-economic development indicators are relatively positive, in particular, the province is focusing on implementing urgent works and projects to serve the APEC Conference in 2027.
"In the coming time, we must still focus on implementing the set goals, without any changes, disbursement reaching 100%, growth reaching over 8%. These will be clear indicators to evaluate cadres in completing assigned tasks", Deputy Prime Minister Le Thanh Long pointed out. Therefore, there is nothing else but to strive, more resolutely to achieve the above goals.
For the Ministry of Education and Training and the Ministry of Health, it is necessary to closely coordinate with the Ministries of Finance, Agriculture and Environment, Ethnic Minorities and Religions to review all tasks and responsibilities to include them in national target programs to avoid duplication. It is necessary to focus on disbursement in 2025. For those tasks that cannot be disbursed, report them to transfer the source. "Once transferred, try to implement it and spend the money to avoid having to continue transferring the source later, which is unacceptable," the Deputy Prime Minister noted.
The Ministry of Health is focusing on the second facility project of Bach Mai and Viet Duc Hospitals in Ninh Binh, striving to inaugurate the construction of these two facilities on December 19, 2025 to join the atmosphere of inauguration and groundbreaking of major works and projects nationwide to welcome the 14th National Party Congress. And striving to put a part of the project into use after December 19.
Regarding An Giang, the Deputy Prime Minister asked the province to continue to closely follow and focus on implementing the directions of General Secretary To Lam and Prime Minister Pham Minh Chinh at recent working sessions with the province.
According to the Deputy Prime Minister, most of the policy issues in An Giang have been resolved and handled very quickly. The province needs to resolutely implement them, and if there are any remaining issues, they should continue to make proposals.
Proposing that ministries and branches continue to join hands with An Giang, the Deputy Prime Minister believes that An Giang will achieve and exceed the growth target of 8% in 2025 and double digits in 2026.
