Speaking at the Reception Ceremony on the afternoon of November 27, Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention (A05) - Colonel Ha Van Bac said: In response to the requirement to gradually form a generation of "digital citizens" in the context of national digital transformation, especially the implementation of the provisions of the Law on Children from November 11, 2025 to November 20, 2025, Department A05 has coordinated with the Vietnam Association for the Protection of Children's Rights, the Central Committee of the Ho Chi Minh Communist Youth Union, with the support of international organizations, to carry out consultation activities and collect opinions from nearly 2,800 children in 16 provinces and cities.
The collected opinions show that children are both vulnerable to risks in the online environment and have a great need for digital skills, self-protection skills and active participation in building a safe online space.
When children talk about the risks they face
According to the survey results, 47.9% of children spend 1-3 hours per day using the Internet; 27.1% less than 1 hour; 18.8% from 4-6 hours and some use more than 10 hours per day. Notably, all children participating in the survey have encountered risks online at least once.
Sharing in children's own language shows their desire to be equipped with skills to identify bad, fraudulent, and abusive content; to interact in a healthy, safe, and age-appropriate online environment.
At the ceremony, President of the Vietnam Association for the Protection of Children's Rights Nguyen Thi Thanh Hoa emphasized that consultation activities help children "speak up" and directly participate in the policy-making process related to their rights and safety. This is a step that clearly demonstrates children's participation rights as prescribed by law.
Experts and representatives of authorities also said that protecting children in cyberspace requires synchronous coordination from families, schools, communities and state management agencies - in which the role of media and social networking platforms is extremely important.
The program to protect and support children in the online environment for the period 2026-2030 aims to: Create a safe and healthy online environment for children to effectively exploit the Internet; Equip them with digital skills and self-protection skills; Detect, prevent and handle acts of child abuse online; Strengthen coordination between ministries, branches, localities and social organizations; Ensure children have a voice in policy making related to their rights and safety.
