In his opening speech, Deputy Director of the Department of Legal Dissemination, Education and Legal Aid (Ministry of Justice) Phan Hong Nguyen said that in recent times, the Ministry of Justice has advised the Government, the Prime Minister, and the Ministry's leaders to deploy a number of key tasks; including building and effectively operating the National Legal Portal - an address for providing legal information, disseminating and educating the law, answering questions, and resolving feedback and recommendations from people and businesses in the digital environment... The Ministry of Justice is preparing to build a Legal Dissemination and Education Information System; it is expected to complete and put the System into use by 2026.

Recently, many localities have focused on disseminating and educating the law on social networks, online forums, telecommunications networks, radio and television waves, and grassroots information networks; organizing online competitions on legal knowledge has created a truly useful and effective playground for learning about the law...

However, in some places, agencies and units operating portals/websites for disseminating and educating about the law are still formal, not substantial and effective. The application of information technology in disseminating and educating about the law is not commensurate with actual requirements. Programs, products, documents and publications for disseminating and educating about the law to be posted on the internet are still lacking in variety, not timely, and do not meet the legal learning needs of people and businesses. The implementation of socialization in the application of information technology in disseminating and educating about the law faces many difficulties. The quality and effectiveness of the application of information technology and digital transformation in disseminating and educating about the law are still uneven in ministries, branches and localities.

To keep up with reality, meet the needs of people and businesses to learn and study the law in the digital environment, comprehensively and fundamentally innovate the management work, methods of organizing the implementation of legal dissemination and education activities, the Deputy Director of the Department of Legal Dissemination, Education and Legal Aid said that it is necessary to raise awareness and responsibility of all levels and sectors on digital transformation in legal dissemination and education; research and perfect policies and institutions to promote digital transformation in legal dissemination and education; build and effectively operate databases, software, and applications to serve the state management of legal dissemination and education, and provide legal information to people and businesses. The unit focuses on training, fostering, and improving capacity (knowledge, skills) on digital transformation for human resources advising and implementing legal dissemination and education to effectively serve this work.

At the same time, the unit promotes and expands forms of popularization and legal education on the internet, social networks, online forums, telecommunications networks, radio and television waves, grassroots information networks, online training on law, online legal knowledge competitions, application of legal AI, legal information on electronic information portals/pages... which are being effectively implemented.

The Deputy Director of the Department of Dissemination, Legal Education and Legal Aid said that in the coming time, the Ministry will take the lead in building the Information System for Dissemination and Legal Education; a shared digital database for dissemination and legal education; thereby providing more effective support for 10 localities to pilot the application of digital technology in disseminating and educating the law. At the same time, the Ministry will focus on completing the National Legal Portal; the national database of legal documents, etc.

Many delegates suggested that the Ministry of Justice study and improve policies and institutions, especially the Law on Dissemination of Legal Education, to promote digital transformation in this work in order to remove obstacles and difficulties; encourage the application of information technology, and carry out digital transformation in the work of disseminating and educating the law. At the same time, the Ministry of Justice creates conditions for localities to build and effectively operate databases, software, and applications to serve the state management of disseminating and educating the law, providing legal information, disseminating and educating the law to people and businesses.

Deputy Director of the Department of Justice of Cao Bang province Nguyen Thi Hao said that the Ministry of Justice needs to soon develop training and fostering program documents, proactively improve capacity (knowledge, skills) on digital transformation for human resources advising and implementing the dissemination and education of law for localities. The Ministry should increase discussion activities, field trips, study, and experience sharing in building and implementing digital transformation models in the dissemination and education of law...
