Strive to start the investment project to build Ring Road 2, Tan Vu - Hung Dao - Bui Vien section in November 2024

(Haiphong.gov.vn) – On the morning of August 29, Vice Chairman of the City People's Committee Nguyen Duc Tho and leaders of relevant functional departments and localities inspected the investment project to build the Ring Road 2 section of Tan Vu - Hung Dao - Bui Vien Street.

The project has a construction scale of a route with a total length of about 11.0km, including the following items: construction of the section from Tan Vu intersection - Hai Thanh bridge and Hung Dao section - Bui Vien street; construction of the section from DT.353 - Hung Dao; construction of Hai Thanh bridge over Lach Tray river; construction of Bui Vien intersection overpass; along with technical infrastructure items of traffic, drainage, lighting... and resettlement area in Duong Kinh district.

This is a special-grade group A traffic project with a total investment of 7,439 billion VND. The construction site is in the districts of Hai An, Duong Kinh and Kien An.

The project aims to complete the urban infrastructure system of the city in general and Hai An, Duong Kinh and Kien An districts in particular. Create a premise for the development of new urban areas, contributing to the construction of modern urban areas to encourage and attract domestic and foreign investment capital for socio -economic development in districts with routes passing through Hai Phong city. In particular, diverting container trucks out of the city center to avoid traffic congestion, reduce the risk of traffic safety and environmental pollution in the city center; shorten the journey, reduce the travel time from the Hai Phong Port cluster (Hai Phong port, Chua Ve port, Dinh Vu port, Lach Huyen port ...) along National Highway 5, National Highway 10 and provincial roads to transport goods and passengers to provinces and cities; bring economic efficiency to businesses, promote the development of the city's seaport economy.

Through direct field inspection and listening to the opinions of representatives of relevant departments, agencies, units and localities, speaking at the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho suggested: The Hai Phong Traffic Construction Investment Project Management Board needs to focus on completing the project adjustment in September and strive to start the project in November. At the same time, promptly complete procedures and organize the groundbreaking of the resettlement area project in Duong Kinh district to serve resettlement with the motto: resettlement must be one step ahead. Along with that, closely coordinate with the People's Committees of Hai An, Duong Kinh and Kien An districts to agree on the site handover milestone.

The Department of Agriculture and Rural Development guides the Investor to implement regulations related to licensing procedures for construction through dikes and irrigation works on the route.

The Vice Chairman requested that the above 3 localities should soon complete the inventory and develop a compensation plan for cases where land, trees and crops must be recovered. Priority should be given to handing over the site of the project's construction site in Duong Kinh district. In addition, localities should strengthen propaganda and mobilize people with land related to the project to hand over the site as soon as possible to ensure progress. In particular, Duong Kinh and Kien An districts need to review and carefully classify the origin of land use, thereby having a solution in accordance with legal regulations. Regarding the construction site at Mac Dinh Chi High School (Duong Kinh district), the locality and the construction unit should calculate and develop a suitable construction plan, ensuring traffic safety, environmental sanitation, and minimizing impacts on teaching and learning at the school. Duong Kinh district should review and strictly handle violations of traffic safety corridors on the project route.

Vice Chairman of the City People's Committee Nguyen Duc Tho also requested the Department of Agriculture and Rural Development to complete the guidance on unit prices of crops and livestock before November 2024 to help localities have a basis for application, serving the work of site clearance; at the same time, guide the Investor to implement regulations related to procedures for granting construction permits through dikes and irrigation works on the route; the Department of Transport needs to urgently complete the appraisal and adjustment of the project; the Department of Planning and Investment balances and arranges sufficient capital to ensure the implementation of related items./.
