Striving to start construction of Thai Binh LNG Power Plant in September 2025

The People's Committee of Hung Yen province has just held a meeting to report on the progress of the LNG power plant project and the progress of implementing key projects to develop commercial housing and social housing projects (in the old Thai Binh city area).

According to the report of the Department of Finance of Hung Yen province, by July 22, many important tasks related to the Thai Binh LNG Power Plant project had been implemented by departments, branches, localities in coordination with investors according to plan.

Regarding land acquisition, compensation and site clearance, up to now, about 2.2 hectares out of a total of 57 hectares of land in the onshore area have been paid. The remaining area including aquaculture land, 5% public land, traffic land, residential land, etc. is being urgently counted, verified for origin and documents and compensation plans completed.

The Thai Binh LNG Power Plant Project has a capacity of 1,500 MW and is being implemented by a consortium of investors including Tokyo Gas Co., Ltd., Kyuden International Group, and Truong Thanh Vietnam Industrial Joint Stock Company. The project covers an area of approximately 269.43 hectares of land and water surface with a total investment of over VND47,000 billion.

Also at the meeting, the Department of Construction of Hung Yen province reported on the progress of key projects on commercial housing and social housing development in the old Thai Binh city area. Of which, 3 key projects on commercial housing development are being implemented, including: Dong Hoa commune residential area; new urban area in Tan Binh commune and Tien Phong ward; Kien Giang new urban area.

Accordingly, for the residential area project of Dong Hoa commune (now in Tra Ly ward), up to now, more than 80% of the agricultural land area has been cleared, most of the graves have been moved and the compensation plan for the remaining area is being completed. Investment procedures such as environmental impact assessment and feasibility study report have been basically completed.

The new urban area project in Tan Binh commune and Tien Phong ward (now Thai Binh ward) has basically completed the clearance of agricultural land (nearly 99%). The relocation of enterprises in Phong Phu industrial cluster and waste treatment at Tien Phong waste treatment plant still face many difficulties in terms of mechanism, funding, etc.

The Kien Giang new urban area project (now located in the wards of Tran Lam, Tran Hung Dao, Vu Phuc) is implementing site clearance. Currently, hundreds of households have agreed to reclaim their land ahead of schedule; the resettlement area of Lac Chinh village is being implemented.

Currently, in the old Thai Binh City, there are 3 social housing projects that have been approved for investment with a total scale of nearly 3.5 hectares, expected to build 7 high-rise buildings, providing more than 1,500 apartments. Investors are actively completing legal procedures, design, land... to ensure conditions for construction to start in August 2025. In addition, 5 social housing land plots belonging to the 20% land fund of commercial housing projects have also been planned and arranged according to regulations.

Mr. Nguyen Quang Hung - Permanent Vice Chairman of Hung Yen Provincial People's Committee - spoke at the meeting.

Concluding the meeting, Mr. Nguyen Quang Hung - Permanent Vice Chairman of Hung Yen Provincial People's Committee - requested departments, branches and localities to focus on site clearance for the LNG Power Plant project with a specific progress critical path in project implementation.

The Thai Binh Economic Zone Management Board shall preside over and coordinate with the Department of Finance and relevant departments and branches to complete relevant procedures in accordance with the law, ensuring conditions for the project to commence in September 2025.

For social housing and commercial housing projects, relevant departments, branches and units are required to urgently review and thoroughly resolve existing problems, especially the verification of land origin, completion of site clearance procedures, land allocation and appraisal of project documents.

The Department of Construction continues to preside over and coordinate with relevant agencies to urge and guide investors to implement on schedule and in accordance with legal regulations; advise the Provincial People's Committee to report and propose specific mechanisms in case of arising problems beyond its authority.

For projects that are likely to start construction in the third quarter of 2025, the Standing Vice Chairman of the Provincial People's Committee requested relevant agencies and units to urgently complete legal documents to organize groundbreaking ceremonies and soon put the projects into actual implementation.

The People's Committees of wards where projects are implemented need to proactively coordinate with the Land Fund Development Center No. 2, relevant agencies, units and investors to strengthen propaganda, create consensus among people in compensation, support and resettlement; at the same time, deploy solutions to promote the progress of projects in the area.
