Accordingly, with the strong direction of the Working Group implementing Project 06 at all levels, the implementation of Project 06 in Thai Binh province has initially achieved positive results, the fundamental goals and tasks of Project 06 have been basically completed, and have been agreed upon, supported and highly appreciated by people and businesses.
The project implementation institution has been completed, effectively serving the settlement of administrative procedures, providing online public services, contributing to socio -economic development, building digital citizens, and moving towards digital government. 10/16 of the province's Digital Transformation goals have been completed.
Of which, 100% of level 4 or full-process online public services, 100% of shared databases are connected and shared across the province, 90% of total work records at the provincial level; 80% of work records at the district level and 60% of work records at the commune level are processed online.

Over 50% of small and medium-sized enterprises use digital platforms and apply digital technology in production and business. 100% of commune-level administrative units, over 54% of households are covered by fiber optic broadband infrastructure, 70% of the province's population aged 15 and over have transaction accounts at banks or other licensed organizations...
With 53 essential public services in implementing Project 06, the whole province has received and processed more than 490,000 online records, saving people and businesses nearly 15 billion VND. 100% of citizens of legal age are issued with chip-embedded Citizen Identification Cards, with more than 1.5 million cards, 958,367 electronic identification accounts issued, activated and used, reaching 120.7% of the target assigned by the Ministry of Public Security.
People effectively use citizen identification cards in medical examination and treatment instead of health insurance cards, promoting cashless payments. 73/80 tasks, 19/29 models in the implementation roadmap of Project 06 in the area have been effectively implemented.
In particular, Thai Binh is the first locality in the country to direct cadres, civil servants, public employees, and workers in state agencies to implement the 3 "have a chip-embedded citizen identification card - have an electronic identification account - have a national public service account"...
Digital transformation is an inevitable trend, an objective requirement and is identified as an important political task of the Party and the State. The ultimate goal of digital transformation is to serve people, in the spirit of taking people as the center, the subject, the goal, the driving force and the resource for development.
Along with the whole country, the results achieved in the implementation of Project 06 of Thai Binh province have significantly contributed to meeting the Government's goals of building a civilized administration, developing the socio-economy, preventing and combating crime and serving the people.
Clearly identifying the urgency and importance of Project 06 for digital transformation, Thai Binh province is determined to continue to further enhance the role and responsibility of heads of agencies, units and localities in performing tasks. At the same time, it is necessary to do a good job of propaganda so that people and businesses can clearly see the meaning, effectiveness and importance of digital transformation and the implementation of Project 06.
In particular, for digital transformation, continue to proactively update and regularly advise to institutionalize and effectively implement the Central Government's directives; build, update, interconnect and connect platforms and databases in a synchronous, substantive and effective manner to best serve people and businesses.
Effectively receive and process records on the national public service portal and digitize administrative procedure results. Focus on completing the implementation of essential public services according to Project 06 and the Prime Minister's decisions; complete business processes, digitize records and results of administrative procedure settlement, connect online public services with the national public service portal; regularly evaluate results through the satisfaction level of people and businesses.
Units and localities strictly implement the plan to implement Project 06 in 2024 of the Provincial People's Committee, focusing on promoting the application of online public services, digitizing records and results of administrative procedure settlement, promoting non-cash payment of social security services, cleaning data, sharing connections with the province's shared data warehouse. Strive for the rate of online public services in the whole province to reach 80% or more in 2024.
The Provincial Police continue to perform well the role of the standing agency in implementing the tasks of Project 06, proactively advising the Provincial People's Committee to effectively implement the Law on Identification and the tasks of implementing the project.
The Department of Information and Communications coordinates with units to effectively implement the Central Government's instructions in performing tasks, promptly advises and completes the province's Smart Operations Center and shared data warehouse to ensure savings and efficiency.
The Department of Planning and Investment and the Department of Finance, based on the province's resources, pay attention to, create conditions, and arrange funding to carry out the tasks of implementing Project 06 and digital transformation.
