Today, I am very pleased to attend the Conference on the Implementation of the Project on Preserving and Promoting the Cultural Values of the Muong Ethnic Group and the "Hoa Binh Culture" in Hoa Binh Province. This is a meaningful activity, affirming the political determination and spirit of action of the provincial leaders in organizing the implementation of the Resolution of the 13th National Congress of the Party; the Resolution of the 17th Hoa Binh Provincial Party Congress and the very important directive speech of General Secretary Nguyen Phu Trong at the National Cultural Conference, November 24, 2021. On behalf of the leaders of the Party, the State and the leaders of the Central Propaganda Department, I would like to send my best regards and best wishes to the leaders, former leaders of Hoa Binh Province, managers, experts, scientists, folk artisans and distinguished delegates.

Dear delegates! Dear comrades!

Hoa Binh is a mountainous province at the gateway of Hanoi Capital and the Northwest region of the country, with an important strategic position, possessing beautiful natural scenery and a rich history, culture and revolutionary tradition. Hoa Binh is also known as the "epic land", where many Muong ethnic people reside and live, the cradle of the famous "Hoa Binh Culture" in our nation's history. Along with the thousands of years of heroic history of building and defending the country, the ethnic people of Hoa Binh province have been steadfast, promoting the tradition of ardent patriotism, solidarity, steadfastly overcoming all difficulties and challenges, striving to build an increasingly rich and beautiful homeland.

Over the past years, with the attention, leadership and regular and effective direction of the Central Government; the Party Committee, Government and people of all ethnic groups in the province have promoted the cultural values and human strength of Hoa Binh; united, proactive, creative, and achieved important results in most areas. The economy continues to grow well; the structure has shifted in a positive direction. Investment in the socio-economic infrastructure system has been focused. Social security has been ensured and the material and spiritual life of the people has been constantly improved. Political security, social order and safety have been maintained. Party building work has been promoted; the political system has become increasingly strong. The great solidarity bloc of ethnic groups has been consolidated; people's trust in the leadership of Party committees and authorities at all levels has been enhanced.

In the field of building and developing culture and people of Hoa Binh; the Provincial Party Committee, the People's Council, the Provincial People's Committee and localities have issued many directive documents and implemented creative and effective methods. Based on the Resolution of the 17th Provincial Party Congress, the Standing Committee of the Provincial Party Committee issued a Resolution on preserving and promoting the values of cultural heritage of ethnic groups in Hoa Binh province for the period of 2021-2025, with a vision to 2030; identifying key tasks and breakthroughs for implementation; practically contributing to concretizing the Central's viewpoints and policies in association with the practical conditions of the province. In particular, the province has issued a Project to preserve and promote the cultural values of the Muong ethnic group and the "Hoa Binh Culture" in the period of 2023 - 2030. Through listening to the enthusiastic opinions of delegates and comrades, we are pleased to see that the system of rich and extremely valuable tangible and intangible cultural heritages of ethnic groups has been invested in and preserved and promoted relatively effectively, making the values of cultural heritages deeply permeate and spread widely in social life. The relationship between preserving, protecting, exploiting and promoting the cultural heritage of ethnic groups associated with sustainable tourism development, improving the material and spiritual life of the people has been handled relatively harmoniously. This is a very important basis and premise for the province to continue to promote achievements and experiences, focus on effectively overcoming limitations and shortcomings in the work of building and developing culture and people, contributing to the rapid and sustainable development of Hoa Binh province in the new period.

On behalf of the Party and State leaders and the Central Propaganda Department, I would like to congratulate and commend the efforts, strivings and important achievements that the Party Committee, Government and people of all ethnic groups in Hoa Binh province have achieved in the past time, especially in the field of building and developing the culture and people of Hoa Binh.

The Project on Preserving and Promoting the Cultural Values of the Muong Ethnic Group and the "Hoa Binh Culture" in the period of 2023-2030 is of great significance, aiming to further promote the unique values of the Muong ethnic culture in particular and the ethnic communities in the province in general. In order to effectively implement the Project, create a driving force to promote socio-economic development, contribute to the successful implementation of the Resolution of the 17th Hoa Binh Provincial Party Congress and the 13th National Congress of the Party; in the coming time, I propose that the Party Committee, Government and People of Hoa Binh province continue to focus on implementing well the following main contents:

Firstly, continue to thoroughly grasp Ho Chi Minh's thought and the Party's cultural viewpoints; strengthen the Party's leadership, closely link the contents of the Project with the overall tasks of building and developing the culture and people of Hoa Binh. Raising the awareness of cadres, party members and people of all walks of life about the Party's viewpoints and policies; about the position and role of the task of building and developing culture and people in the cause of rapid and sustainable development of Hoa Binh province is a prerequisite for well implementing the goals of the Project. Therefore, it is necessary to continue to promote the work of thoroughly grasping, widely, creatively and effectively propagating the Resolution of the 13th National Party Congress and the direction of General Secretary Nguyen Phu Trong at the National Cultural Conference on November 24, 2021, in conjunction with the contents of the Project. Clearly defining, building and developing culture and people is the core task of Party committees, authorities and the entire political system from the province to the grassroots, associated with the role and responsibility of the leader. The task of preserving and promoting the cultural values of the Muong ethnic group and the "Hoa Binh Culture" ensures balance and harmony in preserving and promoting the good cultural values of the ethnic groups; so that culture is truly the spiritual foundation, contributing to building and firmly consolidating the people's hearts in the cause of building and defending the Fatherland.

Second , in the process of implementing the Project and performing the task of building and developing the culture and people of Hoa Binh, it is necessary to focus on more harmoniously handling the relationship between preserving, conserving and promoting the value of cultural heritage. Practice has proven that each cultural heritage is a priceless treasure left by our ancestors, playing a very important role in strongly arousing the spirit of patriotism, the will of self-reliance, self-improvement, the strength of great national unity and the aspiration to develop a prosperous and happy country; directly contributing to building the system of national values, the system of cultural values, the system of family values and the standards of Vietnamese people in the new era. Cultural heritage and cultural traditions are important endogenous driving forces, promoting comprehensive human development. Therefore, it is necessary to focus on doing better the work of cultural heritage education in schools; affirming the role and responsibility of the young generation for the cause of preserving and promoting cultural heritage in a fundamental and sustainable manner.

Third, continue to innovate thinking, improve the effectiveness of state management of culture in general, and preserve and promote the value of cultural heritage in particular in the province. Thoroughly grasp the viewpoint: preserving and promoting the value of cultural heritage is the cause of the whole people led by the Party, managed by the State, the People are the subject, the team of intellectuals and artists play an important role. In the process of implementing the Project, comrades pay more attention to promoting the role of the cultural subject, the People, in preserving and promoting the values of cultural heritage. Build and perfect a sustainable cooperation mechanism between the State - scientists - enterprises - community subjects. Promote the application of science and technology, improve the effectiveness of research, inventory, and perfect digital databases; create a basis for preserving and promoting the value of traditional cultural heritage of the Muong ethnic group and other ethnic groups, on the basis of the unique values of the "Hoa Binh Culture". Promote the development of literature and art, associated with promoting the role of artists and folk artisans in creating and transmitting heritage values, in accordance with the requirements of the new era.

Fourth , increase investment resources for the conservation and promotion of the cultural heritage values of ethnic groups in Hoa Binh province. The allocation of resources from the state budget for the contents of the Project is a great effort of the Province. To meet the increasingly high requirements of the tasks, on the one hand, we must effectively manage and use state resources; at the same time, constantly supplement mechanisms and policies to attract social resources to participate in the conservation and effective promotion of cultural heritages. I am pleased to know that, in the past time, a number of organizations and individuals have invested in and built unique cultural institutions, becoming spaces to preserve the cultural identities of ethnic groups in Hoa Binh province, for example: Muong Cultural Space Museum; Muong Cultural Heritage Museum, etc. This is a valuable experience for the province to continue to research and soon have breakthrough policies to attract more social resources to invest in cultural development. In addition, taking advantage of being the "gateway" of the capital Hanoi, the province has a plan to closely cooperate with major cultural research and training centers, focusing on developing human resources, especially high-quality human resources for the cultural sector in the international integration environment; in which priority is given to developing human resources to undertake the task of strongly promoting the core values of Muong culture and "Hoa Binh Culture" for the development of key cultural industries.

Fifth , proactively and actively integrate into the international culture, enhance the development of foreign cultural relations. The province continues to promote the value of two major cultural heritages, Mo Muong and "Hoa Binh Culture" to research, prepare dossiers, and submit to UNESCO for inclusion in the World Cultural Heritage List; strengthen regional, inter-regional connections and with countries and international organizations to introduce and promote the unique cultural values of Hoa Binh; at the same time, attract international resources and experience in the work of preserving and promoting the values of cultural heritage in the area.

The task of preserving and promoting national cultural values, tangible and intangible cultural values of ethnic groups plays a key role in the work of building and developing culture and people, meeting the requirements of rapid and sustainable development. This is a task that is both urgent and strategic and long-term. On the basis of the important achievements that have been achieved; with great political determination and a spirit of drastic action; especially the convergence of fine traditions and cultural identities, I deeply believe that the Party Committee, Government and People of all ethnic groups in Hoa Binh province will achieve important breakthrough results in implementing the Project of preserving and promoting the cultural values of the Muong ethnic group and the "Hoa Binh Culture" in Hoa Binh province; highly promoting the cultural values, strength and spirit of dedication of the people of Hoa Binh, to continue to develop the province rapidly and sustainably, contributing worthily to the cause of building and defending the socialist Vietnamese Fatherland.

In the first days of the new year 2024, preparing to welcome the Lunar New Year of Giap Thin, I would like to wish the leaders, former leaders of the province, delegates, scientists, researchers, artists, folk artisans and all cadres, party members and people of Hoa Binh province good health, happiness and success!
