Dear voters and people of the province!
Pursuant to the Law on Organization of Local Government, today, the 17th Thai Binh Provincial People's Council, term 2021 - 2026, solemnly opened its 8th session. On behalf of the Standing Committee of the Provincial People's Council - Chair of the session, I warmly welcome the Secretary of the Provincial Party Committee, provincial leaders, distinguished guests, and delegates of the Provincial People's Council who attended the session in full; I would like to send to all delegates, voters and people in the province my best wishes for health, happiness and success.
Dear delegates, voters and people of the province!
At this session, the Provincial People's Council will review 20 work reports of relevant agencies; discuss submissions and draft resolutions of the Provincial People's Committee and is expected to pass 16 resolutions under its statutory authority with the following key contents:
Firstly , based on reviewing reports on the socio -economic development situation; implementation of state budget revenue and expenditure; results of implementation of public investment plans; National target programs and reports of internal affairs sectors in the first 6 months of the year; key tasks in the last 6 months of 2024; The Provincial People's Council will focus on discussing and deeply and comprehensively assessing the socio-economic, national defense and security situation of the province in the first 6 months of 2024; correctly assessing the important results achieved by the province, the shortcomings, limitations, weaknesses, analyzing subjective and objective causes, proposing practical and effective solutions to best fulfill the goals and targets of socio-economic development, finance and budget in 2024, contributing to the successful implementation of the socio-economic development tasks for the period 2021 - 2025 according to the Resolution of the 20th Provincial Party Congress.
Second , on the basis of reviewing the submissions of the Provincial People's Committee, the Provincial People's Council will consider and approve the draft resolutions submitted by the Provincial People's Committee to concretize the policies of the Central Government, the Provincial Party Executive Committee, and the Provincial Party Standing Committee into the practical conditions of the locality, creating mechanisms and policies to promote the potential and promote the socio-economic development of the province such as: Regulations on the mechanism to support the revenue from land use fees of the provincial budget for localities in the period of 2024 - 2025; Assigning the Tien Hai District People's Council to implement a pilot mechanism in the management and organization of the implementation of national target programs in the period of 2024 - 2025; Policies to support managers and teachers to participate in training courses; Approving and adjusting the investment policy for investment projects to build main roads connecting with functional areas in Thai Binh Economic Zone; Amending and supplementing a number of articles of the Regulation on decentralization of authority to manage and use public assets at agencies, organizations and units under the management scope of the province...
With a truly open-minded and frank spirit, the chairman of the session requested delegates to discuss, evaluate and contribute opinions on the suitability, feasibility and effectiveness of mechanisms and policies; consistency and synchronization with current legal regulations; ensuring the promotion of resources, taking advantage of development opportunities, and successfully completing the set goals and tasks.
Third , based on the provisions of law, on the basis of reviewing the monitoring report, the submission of the Standing Committee of the Provincial People's Council and the report summarizing voters' opinions and recommendations before the session, especially the report on the results of handling voters' opinions and recommendations; the Provincial People's Council will spend maximum and appropriate time to question the heads of departments, branches, and members of the Provincial People's Committee on areas of special interest to voters and people such as: construction, industry and trade, agriculture, natural resources and environment, information and communication, labor - war invalids and social affairs. The questioning session will be broadcast live and publicly to voters and people in the province for monitoring and supervision.
Also at this session, the Provincial People's Council will consider and decide on the 2025 supervision program of the Provincial People's Council.

To organize the session, in the past time, the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, the Provincial People's Council committees and relevant agencies have been active, proactive, urgent, and coordinated to prepare well the contents to be submitted to the session. The process of development and verification has absorbed the opinions and policies of the Provincial Party Committee Standing Committee and the Provincial Party Executive Committee, ensuring quality, correct order, procedures, and prescribed authority. The contents considered, discussed and decided at this session are of great significance.

The eighth session of the 17th Provincial People's Council was held for 2.5 days with many important contents, attracting the attention and great expectations of voters and people in the province. On behalf of the Provincial People's Council, I request the delegates to promote democracy, uphold the sense of responsibility, focus on thorough research, discussion, analysis, evaluation, clarify the achieved results, limitations, weaknesses and causes, especially in the implementation and organization stages, thereby proposing practical and feasible solutions to promptly overcome the shortcomings and limitations, create more substantial and stronger changes, promote production and business development, strive to successfully carry out the socio-economic development tasks in 2024. The Provincial People's Council hopes that voters and people in the province will spend time to pay attention to, follow and supervise the activities of the session. I believe that the eighth session of the 17th Provincial People's Council will successfully complete all the contents and programs set out.
