Promoting the strength of overseas Vietnamese in the new era

New steps in work for Vietnamese people abroad

Responding to a press interview about the outstanding results of the past term, Chairman of the State Committee on Overseas Vietnamese Nguyen Trung Kien emphasized that the draft Political Report of the 14th National Congress has recorded many important changes in the work for overseas Vietnamese. According to him, in recent years, this work has achieved many outstanding results, demonstrating new developments in thinking, working methods and practical effectiveness.

While in the past, policies mainly focused on advocacy, now they have shifted strongly towards building mechanisms, environments and favorable conditions for overseas Vietnamese to promote their proactive role, accompany and directly participate in making practical contributions to the country. At the same time, the Party and State pay special attention to activities to care for the material and spiritual life of the Vietnamese community abroad, especially in preserving and spreading the cultural identity and Vietnamese language, supporting integration in the host country and strengthening community solidarity. These efforts have contributed to creating a solid foundation for people to feel secure in stabilizing their lives and being more attached to their homeland.

Notably, the attention and close direction of the highest leaders of the Party and State, expressed through New Year greetings, community visits, and speeches affirming that our compatriots at home and abroad are all descendants of Lac Hong, a part of the flesh and blood of the Fatherland, has become a great source of encouragement, strengthening the belief, affection and aspiration of overseas Vietnamese to be attached to their homeland and country.

New policy – ​​an important development in thinking towards overseas Vietnamese

A notable highlight of the past term was the Politburo's issuance of Conclusion 12-KL/TW (August 12, 2021) and the Government's issuance of Resolution 169/NQ-CP (December 31, 2021). Mr. Nguyen Trung Kien assessed that these are important milestones, affirming that the overseas Vietnamese community is an inseparable part of the Vietnamese nation, a resource of the country, an important factor contributing to strengthening the friendly and cooperative relations between Vietnam and other countries. At the same time, this is both an inheritance and a new development step in the Party and State's guidelines and policies, in line with the context of the country's deep international integration.

In this spirit, agencies in the political system have constantly innovated content and methods and improved work efficiency. Citizen protection and legal support work has been proactively and promptly implemented, clearly demonstrating the spirit of taking people as the center of service . The work of preserving Vietnamese language and national culture has had many positive changes with Vietnamese language classes, the "Vietnamese Bookshelf" program, and community cultural activities spreading to many countries and regions. The work of connecting, attracting and promoting overseas intellectual resources, experts and businessmen has been expanded, focusing on priority areas such as science - technology, innovation, digital transformation, education and health.

The coordination between ministries, branches, localities and the Committee for Overseas Vietnamese is increasingly close and effective, contributing to spreading the spirit of taking overseas Vietnamese as the center of policy. Many models and initiatives initiated by overseas Vietnamese have been connected and supported for implementation in the country; more and more Vietnamese experts and intellectuals abroad participate in policy making, consulting on development strategies, accompanying in innovation activities, start-ups and training high-quality human resources.

These results not only affirm the consistent viewpoint of the Party and State, but also demonstrate the sentiments, beliefs and aspirations of overseas Vietnamese to the Fatherland. Mr. Kien emphasized that in the coming period, the work for overseas Vietnamese will continue to be deployed more extensively and substantially, contributing positively to the goal of building the country and the overseas Vietnamese community to develop rapidly and sustainably in the new era, enhancing the position and image of Vietnam and the Vietnamese people in the international arena.

More than 1,300 overseas Vietnamese contributed opinions to the draft Political Report of the 14th National Congress.

According to Mr. Nguyen Trung Kien, the round of collecting opinions from overseas Vietnamese contributing to the draft Political Report this time was implemented extensively, systematically and flexibly. Up to now, there have been over 1,300 opinions from the Vietnamese community across the continents. The collection of opinions was carried out through diplomatic missions, networks of Vietnamese associations, groups of experts, businessmen, students, women... combining direct and online forms.

These opinions reflect the sense of responsibility, belief and desire to contribute of overseas Vietnamese, expressing their attachment to their homeland. Overseas Vietnamese assessed the draft as having quality, strategic vision and strong innovation in leadership thinking when for the first time four major reports were integrated into a single Political Report, along with the accompanying Action Program demonstrating the spirit of "words go hand in hand with actions".

Outstanding proposals from overseas Vietnamese

Regarding development policies, overseas Vietnamese highly appreciate the three pillars of science and technology, innovation and digital transformation. Many opinions proposed building a National Strategy on talent and innovation, connecting intellectual resources at home and abroad; formalizing the "knowledge return" policy - bringing Vietnamese knowledge back to serve the country, encouraging Vietnamese experts and intellectuals abroad to participate in the country's development; issuing a mechanism to protect those who dare to think and dare to do; developing a national innovation ecosystem, regional and national R&D centers.

Regarding foreign affairs and international integration, many opinions emphasized that nearly 6.5 million overseas Vietnamese are the country's strategic resource and soft power in international integration and people-to-people diplomacy. Overseas Vietnamese proposed to strengthen coordination between representative agencies and associations, promote the role of overseas Vietnamese in cultural diplomacy, science, and people-to-people diplomacy; and develop a network of "People's Messengers".

Regarding policies for overseas Vietnamese, overseas Vietnamese highly agree with the spirit of the Draft, and at the same time propose to complete a stable legal corridor; promote teaching and learning Vietnamese; reform administration, digitize public services; create opportunities for exchange, scholarships, and internships for the young generation; build a global network of Vietnamese intellectuals - experts - entrepreneurs, connecting with localities in the country.

Expressing his expectations ahead of the Congress, Mr. Nguyen Trung Kien affirmed that the 14th Party Congress takes place in a special context, when the country enters a new development stage with the goal of becoming a developed, high-income country by the middle of the 21st century.

"The overseas Vietnamese community always follows and has high expectations for the Congress, because each decision of the Party is closely linked to the future and position of the country, which is also the future and pride of nearly 6.5 million Vietnamese people living around the world," Mr. Kien emphasized.
