Promoting tradition, building a strong and comprehensive provincial armed force

79 years ago, in response to the requirements of the Vietnamese revolution and implementing the directive of President Ho Chi Minh , on December 22, 1944, the Vietnam Propaganda Liberation Army - the predecessor of the Vietnam People's Army (VPA) was established.

This is a major political and historical event, marking the birth and development of the Vietnamese revolutionary armed forces; at the same time, affirming the correct and creative application of Marxism-Leninism on building a new-style army of the working class by the Party and President Ho Chi Minh to the reality of the Vietnamese revolution.

Over 79 years of construction, fighting and growing up, under the leadership, education and training of the Communist Party of Vietnam and President Ho Chi Minh, the Vietnam People's Army has always been steadfast in its goals and ideals of fighting for national independence and socialism; together with the people, it has achieved glorious victories, worthy of being a loyal and trustworthy political force of the Party, State and people, acting as the core for the entire people in the cause of national liberation and defense of the Fatherland.

Continuing the glorious history of the Vietnam People's Army, the provincial armed forces always respect, are proud of, preserve and constantly promote the traditional values and good qualities of "Uncle Ho's soldiers" in the cause of building and defending the Fatherland today. Especially in 2023, under the leadership and direction of the Party Committee, the Military Region Command, directly the Provincial Party Committee and the Provincial People's Committee; the close coordination of sectors, localities and the support of all classes of people in the province, local military and defense tasks have been comprehensively implemented and achieved many important results. Party committees and party organizations at all levels in the provincial armed forces have thoroughly grasped and strictly implemented the Party Charter, resolutions, directives, conclusions and regulations of the central and higher-level Party committees; regularly innovated working methods and styles, closely attached to the masses; maintained a routine and regime of living, studying and working. The work of management, education, training and development of Party members is carried out strictly and in accordance with regulations. Cadres and soldiers have a firm political stance, are steadfast in Marxism-Leninism, Ho Chi Minh Thought, and the ideal goal of national independence associated with socialism; are loyal and have absolute trust in the leadership of the Party; maintain and promote the qualities of "Uncle Ho's soldiers", the ethics and lifestyle of revolutionary soldiers; have a good understanding of the requirements and tasks of protecting the Fatherland in the new situation; 100% of cadres and soldiers have high determination, are ready to receive and complete well the assigned tasks. In addition, the provincial military has effectively implemented the program and plan for Party work and political work at all levels; built a complete system of documents in performing tasks, practicing and rehearsing to switch to combat readiness. During the year, the province coordinated with agencies, departments, branches and sectors to advise the Provincial Party Committee and Provincial People's Committee to direct and organize the provincial defense area exercise with many new contents, the largest scale ever, which was highly appreciated by the Military Region Command.

Not only effectively implementing the central political tasks, the provincial armed forces also effectively deployed the army's "Determination to Win" emulation movement and local patriotic emulation movements. Notably, the effective implementation of Conclusion No. 443-KL/DU dated July 1, 2021 of the Party Committee of Military Region 5 on continuing to implement Resolution No. 06-NQ/TVDU dated April 20, 2017 on strengthening and innovating the mass mobilization work of the Military Region's armed forces in the new situation; the emulation movement "Provincial armed forces join hands to build new rural areas"; the movement "Skillful mass mobilization" and the campaign "Joining hands to help the poor - leaving no one behind"... The image of provincial armed forces officers and soldiers always present in vulnerable, difficult, and dangerous places, sacrificing themselves to protect the lives and property of the people and doing mass mobilization work has further enhanced the quality of "Uncle Ho's soldiers"; Strengthen the solidarity and close relationship between the army and the people, build a solid "people's heart position", increase people's trust in the Party, the State and the socialist regime, create a foundation for building an increasingly strong all-people national defense position, an all-people national defense position associated with a people's security position in the province.

Promoting the achieved results, in the coming time, the officers and soldiers of the provincial military will continue to thoroughly grasp and strictly implement the resolutions, orders, directives and instructions of the Ministry of National Defense and the Military Region Command on building a comprehensively strong agency and unit (VMTD) that is "exemplary and typical", making all officers and soldiers clearly aware of the position, meaning, importance, content, standards and measures to build an "exemplary and typical VMTD unit". Focus on advising the Provincial Party Committee and the Provincial People's Committee to issue directives and plans to organize activities to celebrate the 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024), the 35th anniversary of the National Defense Day (December 22, 1989 - December 22, 2024) and the Victory Emulation Congress in the provincial military for the period 2019-2024. Perfecting and stabilizing the organizational structure associated with perfecting the Party committees at all levels, taking care of the education and training of officers and soldiers with strong political will, ready to receive and complete assigned tasks. Promoting the role of Party organizations and mass organizations in performing tasks, building "exemplary and typical" VMTD agencies and units, ensuring safety of people, weapons and technical equipment. Building a team of cadres (especially cadres in charge, leading and commanding at all levels) with scientific working methods and styles, good professional qualifications, saying what they do, being dynamic, innovative, creative, daring to think, daring to do, daring to take responsibility for the common interest, taking the quality and efficiency of work as the main thing, not formalities to fulfill assigned duties and tasks well. Continuing to adjust the system of combat readiness documents and combat documents according to the regulations of the Military Region and directing agencies and units to promptly adjust according to regulations. Regularly practice combat plans, announcements, air defense alarms; combat plans to protect agencies and units; fire prevention and fighting plans, closely coordinate with forces participating in maintaining political security, order and social safety in the area. Improve the quality of Party and political activities in performing tasks; proactively forecast, grasp and well resolve the ideological situation for officers and soldiers focusing on sudden and difficult tasks and forces working outside the barracks. Take good care of the material and spiritual life of officers and soldiers in the unit. Ensure good logistics standards according to regulations. Actively increase production to create revenue sources, invest funds for building VMTD agencies and units.

With excitement and pride, the provincial military officers and soldiers will always maintain and promote the qualities of "Uncle Ho's soldiers", continue to train, unite, overcome all difficulties, build the provincial military to be more and more exemplary, excellently complete all assigned tasks, meet the requirements and tasks of protecting the Fatherland in the new situation.
