Promoting the role of the front working committee in residential areas

Currently, the province has over 2,200 front work committees in villages, hamlets, sub-regions, and residential groups. Front work committees play an important role in propagating and mobilizing people to participate in socio-economic development, patriotic emulation movements, building the Party, government, and political system, and consolidating the great solidarity bloc in the locality.

Enthusiastic, dedicated to work, skillful in mobilizing people, and leading by example in all activities are the secrets for Ms. Trinh Thi Hoa to successfully fulfill her duties as Head of the Front Work Committee in Tan Lap village, Chieng Sung commune, for over 5 years. Up to now, Tan Lap village has met the standards of a model new rural area; the average income per capita has reached nearly 60 million VND/person/year; the village has only 1 poor household; the rate of well-off and rich households is over 70%.

Leading us on the spacious and clean concrete road, Ms. Hoa shared: The village has 78 households, nearly 200 people, mainly Kinh and Thai ethnic groups. From 2021 to now, the village's Front Committee has mobilized people to contribute nearly 60 million VND to build new ones, purchase cultural houses, sports facilities, install lighting systems; participate in contributing to the gratitude fund, the fund for the poor, support localities and families in difficulty, with an amount of more than 30 million VND. Every Sunday, people in the village collect garbage, keeping the environmental landscape "bright, green, clean, beautiful, safe".

In the border village of Huoi Bua, more than 12 km from the commune center, the farthest village of Muong Hung commune, with 60 households, 100% of whom are Mong ethnic people; the village is located close to the border, adjacent to Huoi Sai village, Muong Et district, Hua Phan province, Lao PDR. The material life is difficult, the people's knowledge is limited, so they are easily taken advantage of by bad elements, lured into participating in smuggling and transporting drugs across the border.

For more than 3 years as Head of the Front Work Committee in Huoi Bua village, Mr. Ly Ba La regularly coordinates with the Village Management Board to propagate people to grasp border regulations, mobilize households in the village not to migrate freely; implement the commitment of "5 yes, 5 no" among the Mong ethnic group; ensure security and order in the border area. He himself is an exemplary leader in developing the local economy . Currently, Mr. La's family intensively cultivates more than 3 hectares of hybrid corn, sells general goods; earns more than 200 million VND per year. In early 2025, Huoi Bua village received investment from the State to build a road from the commune center to the village. Mr. La coordinated with the Village Management Board to propagate and mobilize 25 families to donate 550 m2 of agricultural land, demolish over 300 fruit trees, 35 m of fence, and expand traffic routes.

Ms. Hoang Thi Luong Tam, Vice Chairwoman of the Vietnam Fatherland Front Committee of the province, said: With their functions and tasks, members of the front working committee in the province do not hesitate to face difficulties, propagate and mobilize people to effectively implement patriotic emulation movements and campaigns launched by the Vietnam Fatherland Front Committee. The focus is the Campaign "All people unite to build new rural areas and civilized urban areas" associated with the Campaign "Vietnamese people prioritize using Vietnamese goods"; the movements "Solidarity, creativity", "For the poor - no one is left behind", "People participate in self-management of border lines, landmarks and maintaining security and order, participating in building a clean and strong Party and government"; propaganda about the 2-level local government model.

Promoting their functions and tasks, the front working committees in the province also coordinate with village chiefs, residential group leaders, associations and unions to innovate the content and methods of propaganda and mobilization of people; directly participate in resolving problems arising in residential areas; participate in building new rural areas in the locality. From 2021 to present, people have been mobilized to participate in 165,665 working days, donate 1,848,454 m2 of land and assets on land to build cultural houses, roads, irrigation works, schools, etc. with a total value of over 293 billion VND.

Implementing the 2-level local government model, since the beginning of the year, the provincial Fatherland Front working committees have coordinated with the village management board to promote propaganda about the effectiveness and efficiency of the 2-level local government apparatus; affirming that it is a new model of streamlined, professional, digitalized and close to the people; coordinating propaganda for people to give opinions on the project to rearrange and reorganize commune-level administrative units in the province according to regulations.

Implementing the movement "For the poor, no one is left behind", the front work committees mobilized people to mobilize resources to support the "For the poor" Fund. Regarding the work of eliminating temporary and dilapidated houses; from the beginning of the year, the front work committees of villages, hamlets, and residential groups coordinated to fully review the subjects eligible for the elimination of temporary and dilapidated houses, ensuring compliance with State regulations; coordinated with mass organizations to mobilize people to contribute working days to support the construction of houses for poor and single-parent households; urged the implementation on a daily and weekly basis, contributing to the province's completion of the elimination of 3,058 temporary houses on schedule. In addition, the front work committees, together with grassroots mediation teams, successfully mediated many cases, with a success rate of over 93%, contributing to maintaining political security and social order and safety.

Grasping the grassroots situation and promoting the strengths of each residential area, the Front work committees of villages, hamlets, sub-areas and residential groups in the province have contributed to arousing and promoting the internal strength of each person and each family, supporting and helping each other to develop the economy and society, ensuring national defense and security; and being a bridge of solidarity between the Party, the government and the people.
