Many hardships in the fight against drugs
In 2022, Son La province has 32 communes, wards and towns meeting drug-free standards; meanwhile, 84 communes have drug-related evils; 88 communes are key drug communes (including 5 communes of type I, 17 communes of type II, 66 communes of type III). Compared to 2018, 19 communes with drug-related problems have decreased; 8 communes have been transformed into drug-free communes. The above positive changes have an important role of the Son La Provincial Border Guard. In previous years, when mentioning Long Sap commune, Moc Chau district, Son La province, many people immediately thought of the area with a hot spot for drug crimes. According to comrade Lo Van Nuoc, Secretary of the Long Sap Commune Party Committee, thanks to the drastic participation of local Party committees, authorities and functional forces, especially the Long Sap Border Guard Station (Son La Provincial Border Guard), many drug lines from abroad infiltrating into the country have been destroyed; Drug abuse in Long Sap is gradually being eliminated.
Sharing with us, comrade Mua A De, Party Cell Secretary, Head of Buoc Pat village, Long Sap commune said: "16 years ago, a number of Mong ethnic households living in the Pha Luong mountain area, bordering Vietnam-Laos border, were moved to Buoc Pat village; the government built houses and provided fields for farming, but they still could not avoid drug abuse. In 2019, out of 18 households in the village, 17 had drug addicts. Officers and soldiers of the Long Sap Border Guard Station went to each house to encourage drug addicts to go to rehabilitation; propagandized people not to use, buy, sell, store, or transport drugs; not to plant trees containing drugs; guided people to plant forests, develop the economy ; organized literacy classes; worked with organizations to build clean water works, provide free meals for preschool children... Up to now, only 8 people/6 households in the village have drug addicts; in the past two years, there have been no drug addicts. more addicts born; 18/18 households have motorbikes...
According to comrade Lo Van Nuoc, there are many causes of drug abuse, but mainly due to the sensitive geographical location and limited awareness of ethnic minorities, who are easily lured and bribed. With a high sense of responsibility, officers and soldiers of Long Sap Border Guard Station are always proactive in grasping the situation, strictly managing the area, developing plans to fight and destroy drug-related crime rings and gangs, arresting ringleaders; and completely eliminating drug dens. More than two years ago, all 14 villages of Long Sap commune were considered unsafe and unsafe due to drug abuse, but now there are only 3 villages left; from 110 drug addicts with management records (in 2020) it has decreased to 63 people (in 2023). Notably, in recent times, many villages have not had any new drug addicts.
In the conversation with us, comrade Lo Van Nuoc is still concerned because many people after drug rehabilitation return to their locality and become addicted again and participate in transporting and trading drugs. Currently, Son La province has more than 6,400 people related to drugs with management records (accounting for 0.56% of the population). The Provincial People's Committee has issued a plan to review, compile statistics and direct People's Committees at all levels to regularly update data, ensuring that 100% of drug addicts, illegal drug users, and post-drug rehabilitation people are monitored and management measures are applied according to regulations. However, after completing the sentence and rehabilitation, helping them completely quit drugs is not a simple matter, because the majority of people have low educational level, many difficulties and shortcomings in creating jobs, income, and stabilizing people's lives.
Determined to clean up the area
In early 2023, the People's Committee of Son La province issued the Project "Transforming and building drug-free communes, wards and towns in Son La province, period 2023-2025, vision to 2030". With the motto "High determination, great efforts, regular, continuous and drastic actions", the project determines a specific roadmap, proceeds step by step, cautiously, consolidates and builds a sustainable locality; does everything, makes sure everything is done; assigns, decentralizes and assigns specific tasks to each level, each sector, each agency and unit with the viewpoint of "clear people, clear work, clear progress, clear efficiency, clear responsibility", associated with the responsibility and emulation of the Party Committee, collective leadership, units, individuals, especially the head.
To implement the above project, the Son La Provincial Border Guard focuses resources, mobilizes comprehensive strength, implements uniformly, builds agencies and units that meet drug-free standards; performs well the functions and tasks of propagating, disseminating andeducating laws on drug prevention and control. Units focus forces and means, coordinate with functional forces to deploy measures to combat criminals and violators of drug laws, and prevent the formation of hot spots.
With more than 270km of border, located on the "Golden Triangle" route - one of the world's major drug production centers, Son La is a key area in the Northwest that criminals take advantage of to transport drugs across the border into the interior. Although the Party Committee, authorities at all levels and functional forces have deployed many prevention and control measures, up to now, drug crime and drug abuse activities are still complicated; many organizations and large drug trafficking and transportation networks still exist; there are still many drug addicts in the community. On the other hand, the rugged terrain of the border area, harsh climate and weather make it difficult to ambush, maneuver, patrol and control. The economy, culture and society in the border area of Son La province are slow to develop, people's lives are still difficult, the level of education is low and uneven, awareness of the law and awareness in the fight against drug crimes of many people is not high.
Lieutenant Colonel Tran Van Hieu, Deputy Head of the Drug and Crime Prevention Department of the Son La Provincial Border Guard, said: "As a specialized force in drug prevention and control, the Provincial Border Guard Command always proactively coordinates with functional forces to deploy professional measures, organize screening, investigation, verification and field reconnaissance to grasp the activities of drug traffickers, identify measures to combat and prevent, especially the transportation of drugs with weapons across the border. At the same time, the unit does a good job of advising the Provincial Party Committee and the Provincial People's Committee on socio-economic development in border areas, helping people develop a sustainable economy to gradually eliminate the causes and conditions for drug crimes.
Along with that, the Son La Provincial Border Guard continues to closely coordinate with local Party committees and authorities to promote propaganda and mobilize the masses to actively respond and participate in drug prevention and control work, such as: Not covering up or assisting drug criminals, not planting and replanting plants containing narcotics, actively denouncing drug criminals and detecting suspected drug addicts and drug addicts. Strengthening cooperation in cross-border drug prevention and control with the police forces of Huaphanh and Louangphabang provinces (Laos) to proactively grasp the situation of drug crime activities; concentrating forces and means to coordinate in destroying and dismantling drug crime organizations and lines, in order to combat and prevent drugs from afar, reducing the supply of drugs in peripheral areas.
