Industrial cluster development: Strategic direction

Industrial clusters in Da Nang city are moving strongly. Authorities are listening to the voices of businesses, supporting solutions, promoting production and business in industrial clusters in the area in a sustainable direction.

Movement in industrial clusters

According to the plan, Da Nang city has 126 industrial clusters, of which 55 are already in operation. The city People's Committee is assigning departments and branches to focus on researching, reviewing, proposing to supplement, adjust or replace mechanisms and policies of Quang Nam province (old) and Da Nang city (old), creating more favorable conditions for attracting investment in developing technical infrastructure as well as production and business in industrial clusters.

In Hoa Lien Industrial Park (58.53ha), 4 enterprises have a need to lease land with an area of 441,882m2. Investors expressed their wish that the city consider adjusting the planning of Hoa Lien Industrial Park project, thereby helping investors arrange and build automobile manufacturing and assembly plants to ensure a closed synchronization.

Specifically, it is proposed to remove the extended route No. 9, most of the extended route No. 15 and add a side road (15m wide) close to the mountainous land area of Hoa Lien industrial cluster and propose to apply a maximum construction density of 20% to 70%, maximum building height of 1 floor. The Department of Industry and Trade has sent a document to the City People's Committee reporting on the investor's proposal.

On June 23, 2025, the City People's Council issued Resolution No. 37 approving the list of projects to convert the purpose of using production forest land to other purposes to be supplemented in 2025, including the Hoa Lien Industrial Cluster project. On that basis, the Department of Industry and Trade proposed that the City People's Committee direct the Department of Construction to promptly review and propose adjustments to the planning of the Hoa Lien Industrial Cluster project; direct the Department of Agriculture and Environment to advise the City People's Committee to issue a decision approving the conversion of the purpose of using forest land in the Hoa Lien Industrial Cluster.

At Cam Le industrial cluster (29.09 hectares), businesses want the City People's Committee to issue land prices to sign contracts and build factories to serve production and business.

Listening to the opinions of businesses, the City People's Committee assigned the Department of Industry and Trade to take the lead in collecting opinions from the finance, construction, agriculture and environment, justice sectors, and related units on investment incentives, land rent exemption, etc., to synthesize and report to the City People's Committee. At the same time, the Department of Agriculture and Environment was assigned to urgently complete the construction of land rental prices for Cam Le industrial cluster and report to the city's land valuation council for approval.

The Department of Industry and Trade of Da Nang City said that there is a strong movement in industrial clusters in the area. The functional sector is studying and proposing to the City People's Committee to establish new industrial clusters in communes and wards to meet the demand for concentrated production, first of all the industrial cluster of Thon Bon (45ha, Song Vang commune), and the industrial cluster of Nui Huong (45.5ha, Que Son Trung commune).

Along with continuing to attract investors to industrial clusters, the industry and trade sector proposed that the City People's Council adjust and supplement the Resolution replacing Resolution No. 34 dated September 29, 2021 of the People's Council of Quang Nam province (old) on supporting investment in developing infrastructure of industrial clusters; proposed that the City People's Committee issue a Decision replacing Decision No. 43 of the People's Committee of Da Nang city (old) on regulations on management of industrial clusters.

Promote development

Developing industrial clusters is becoming a strategic direction of Da Nang city to exploit local potential, promote production, create jobs, and promote new growth momentum for the economy.

According to records, production and business activities are taking place vigorously in all industrial clusters from garment to mechanics, leather shoes, chair making, rattan weaving, factory processing, etc. Currently, many enterprises are approaching, researching and investing in technical infrastructure in industrial clusters in the city.

It is not difficult to see that industrial clusters built in the city have promoted the potential of each area, regional characteristics associated with environmental protection and building a green city.

In rural industrial clusters such as Trang Ton (Nui Thanh commune), Ha Lam - Cho Duoc (Thang Binh commune), attracting investment and bustling production and business have created a new dynamic look for the land, strongly promoting rural industrial shift.

At a recent working session with the industry and trade sector, Vice Chairman of the City People's Committee Tran Chi Cuong agreed with the proposal of the relevant sector on granting investment policy for the project of a factory producing fine art wood, interior and exterior products from wood and recycled wood at Thanh Ha Industrial Park (Hoi An Tay Ward); requested the Ward People's Committee to arrange, organize, and facilitate the stable operation of the factory in the coming time.

Communes and wards with industrial cluster activities should quickly review and check the suitability of the objectives and industries of production and business projects, thereby supporting businesses to do business sustainably.

For Dai An Industrial Cluster (Dai Loc Commune), review and report specifically on land management, infrastructure investment, investment attraction, business production and business of enterprises and make specific recommendations and proposals to the City People's Committee through the Department of Industry and Trade.

For Tay Dien Ban Industrial Cluster (Dien Ban Tay Commune), the commune government quickly reviewed and reported on land management, investment attraction, land recovery plan, and land use of the proposed project area.

According to Vice Chairman of the City People's Committee Tran Chi Cuong, investing in infrastructure of industrial clusters not only completes the infrastructure, creates aesthetics for the industrial clusters but also creates favorable conditions for attracting investment, production, business, and protecting the environment.

The Department of Agriculture and Environment reviews and inspects procedures and decentralizes land allocation authority to facilitate investment in technical infrastructure construction and production and business projects in industrial clusters.

For technical infrastructure investment projects using budget capital, the People's Committees of communes and wards are requested to review documents, procedures, make specific proposals on capital arrangement... report to the Department of Industry and Trade for synthesis and submission to the City People's Committee for consideration and direction.
