Developing cooperatives associated with agricultural restructuring

Restructuring the agricultural sector towards sustainable agricultural development, improving the quality, added value and competitiveness of agricultural products, agricultural cooperatives play an important role in organizing and improving the quality of services serving agricultural production.

Lam Thao Clean Agricultural Products Production and Trading Cooperative (Tu Xa Commune, Lam Thao District) has a vegetable cultivation area of over 10 hectares, and the products are sold by the cooperative.

To meet production needs, agricultural cooperatives in the province maintain a number of input services for members such as: land preparation, seed and fertilizer supply, irrigation services, production protection. Following market trends, many cooperatives have expanded their service sectors, innovated production organization towards commodities, guaranteed products for members; promoted value chain linkage, and acted as a bridge between enterprises and farmers. Thereby, cooperatives have found new directions, adapted to market mechanisms, applied technical advances to production, implemented production linkages with enterprises, helped rural people increase income, stabilize their lives, and actively contributed to the construction of new rural areas.

Thuong Nong Agricultural Cooperative (Dan Quyen Commune, Tam Nong District) diversifies many service stages including: Agricultural mechanization, material supply, irrigation, plant protection, production, and consumption of agricultural products. Mr. Nguyen Manh Thang - Director of the Cooperative said: "In addition to basic services for production, the Cooperative develops production and consumption of agricultural products, of which the main product is bananas with an area of over 70 hectares. The Cooperative consumes products for members, ensuring output and relatively stable selling prices. At the same time, the Cooperative develops the field of processing fish products to promote the local aquatic potential and increase the value of processed products."

The province has 414 agricultural cooperatives in operation, including 206 general service cooperatives, 135 crop cooperatives, 48 livestock cooperatives, 20 aquaculture cooperatives, and 5 forestry cooperatives. Many agricultural cooperative models operate effectively, pioneering in applying new science and technology to production. Currently, in the province, there are 85 agricultural cooperatives implementing linkage activities in production and product consumption, 83 cooperatives applying advanced technology and high technology to production. In 2023, the average revenue of agricultural cooperatives will reach 1.75 billion VND/cooperative, creating regular jobs for 3,900 workers.

From the effective operating model of the cooperative, members have transformed the crop and livestock structure towards commodity production, organizing production under contracts with partners. The scale and quality of products of cooperatives have been gradually improved, creating and participating more and more deeply in the value chain, linking cooperative development with exploiting and promoting local strengths and key products such as: Tea, grapefruit, safe vegetables... Many agricultural cooperatives participate in the One Commune One Product (OCOP) program, contributing to perfecting the value chain from production to processing and product consumption, increasing income for cooperative members.

The Provincial People's Committee has issued Plan No. 302/KH-UBND, dated January 18, 2024, on implementing Resolution No. 106/NQ-CP, dated July 18, 2023 of the Government on developing agricultural cooperatives in restructuring the agricultural sector and building new rural areas. Some specific targets by 2025 are set as follows: About 30% of agricultural cooperatives have production linkages associated with product consumption; over 20% of agricultural cooperatives participate in developing OCOP products; strive to have about 20% of agricultural cooperatives apply high technology, apply good agricultural practices, green economy, circular economy, knowledge economy, etc.

Effective implementation of the Plan will create favorable conditions to support agricultural cooperatives in organizing and operating sustainable production and business activities, improving productivity, quality, added value, increasing income for farmers, creating motivation to attract investment in agriculture, and building new rural areas.
