The establishment of the Steering Committee for Science , Technology, Innovation and Digital Transformation in Dak Lak province and the announcement and launch of four important digital platforms serving the two-level local government model mark the beginning of the province's "comprehensive restructuring" process in the new development stage.
On the afternoon of July 10, Dak Lak Provincial Party Committee held a conference to announce the Decision of the Provincial Party Committee Standing Committee on the establishment of the Steering Committee on science, technology development, innovation and digital transformation of the province. The Steering Committee held its first meeting, and at the same time announced and launched four digital platforms serving local governments at two levels.
The meeting was held in person at the Provincial People's Committee hall and online to the bridge points of 102 communes and wards in Dak Lak province with the participation of more than 2,100 delegates from the province and communes and wards.

At the meeting, comrade Ho Thi Nguyen Thao, Permanent Vice Chairman of the Dak Lak Provincial People's Committee, announced Decision No. 119-QD/TU dated July 3, 2025 of the Dak Lak Provincial Party Standing Committee on the establishment of the Steering Committee on science, technology development, innovation and digital transformation of Dak Lak province with 26 members.
In which, comrade Nguyen Dinh Trung, member of the Party Central Committee, Secretary of Dak Lak Provincial Party Committee is Head of the Steering Committee; comrade Do Huu Huy, Deputy Secretary of the Provincial Party Committee is Deputy Head of the Standing Committee; comrades Cao Thi Hoa An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Huynh Thi Chien Hoa, Deputy Secretary of the Provincial Party Committee is Deputy Head of the Steering Committee.
The conference also announced four digital platforms serving the operations of two-level local governments, including: Artificial intelligence (AI) platform to support people in looking up information, submitting documents, and monitoring the progress of public administrative procedures. Online public service provision platform: Support people in accessing administrative procedures conveniently, quickly and effectively.
Integrated management dashboard: Includes a 2-level government reporting system; synthesizes, monitors, and directs the implementation of tasks. System for receiving and processing community feedback: The system will receive, proactively classify, and send to communes and wards for processing.
These platforms are both management tools and symbols of the province's strong commitment to building digital government, digital economy , digital society, bringing technology to truly serve people's lives and public service activities.

Dak Lak province strives to be among the leading provinces in implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, aiming to practically and specifically serve the people. The province identifies digital transformation as not only a management tool but also a prerequisite for building a streamlined government, close to the people, serving the people effectively .
In particular, Dak Lak province pioneered the application of digital economic indicators for each commune and ward, creating a pioneering digital transformation in local economic development, agricultural product management and tourism development. The application of digital economic indicators in management also helps the province build creative development scenarios, orienting the development of a new generation of economy to improve competitiveness and participate deeply in the national and global value chain.
Speaking at the conference, Dak Lak Provincial Party Secretary Nguyen Dinh Trung, Head of the Steering Committee for Science, Technology, Innovation and Digital Transformation of Dak Lak Province, emphasized: Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation is not only a guiding document but also a strong call to action for a comprehensive breakthrough. In the context of the 4.0 industrial revolution, AI, etc. taking place strongly, we must clearly recognize that: Without digital transformation, without innovation, we will fall behind, even be eliminated from the game.
Therefore, the establishment of the Steering Committee for Science, Technology, Innovation and National Digital Transformation of the province is an important event, marking the beginning of a real "revolution" in the economic and social development of Dak Lak province.
For Dak Lak, a land with great potential in agriculture, tourism and resources, this is a “golden opportunity” to “develop prosperously” thanks to science, technology and digital transformation . But this opportunity will not come by itself, but must be created by the will, determination and drastic actions of the entire Party, government and people in the province.
Therefore, Dak Lak Provincial Party Committee determined: Science and technology, innovation and digital transformation must become the main driving force, the "golden key" to enhance competitiveness, create new values and promote sustainable development, and elevate the provincial economy. The province will gradually develop into a smart agricultural center of the Central Highlands; the most attractive digital tourism destination in the Central Highlands and the South Central Coast; the province is a pioneer in applying technology to community economic development.
Dak Lak Provincial Party Committee affirms the motto of action as five truths: "Think truly - Speak truly - Do truly - Real effectiveness - People benefit truly". All activities must be measured by specific results, by the satisfaction of people and businesses, by real economic growth.
According to Dak Lak Provincial Party Secretary Nguyen Dinh Trung, in order to make a breakthrough in science, technology, innovation and digital transformation, the Steering Committee for Science, Technology, Innovation and Digital Transformation of Dak Lak province has set out four key tasks: First, building a "uninterrupted steering axis", from July 10 the province will operate a completely new steering system, at the provincial level, the working group assisting the Steering Committee (located at the Department of Science and Technology) will be the "brain" to operate all activities through the modern Dashboard system.
At the commune and ward level, each Secretary or Chairman will be the "local number one person - KOL", directly participating in guiding and implementing digital transformation right at the grassroots level.
Second, training the “digital leadership generation”, the province will implement a mandatory training program for “commune and ward leaders who are digital transformation officers and influencers (KOLs) in the digital space”. Each grassroots leader must be proficient in the skills of building digital transformation application scenarios; introducing local OCOP products, promoting tourism and night-time economy; and guiding people to develop the digital economy.
Third, launching the movement “One KOL per commune”, the province will implement the project “One KOL per commune - bringing Dak Lak products and landscapes to the digital space”. This is not just a slogan but a real revolution, turning each commune and ward into a “digital product showcase” to introduce the potential and products of their locality.
Fourth, to build a synchronous digital infrastructure, the province will invest heavily to cover 5G to 100% of commune and ward centers before 2030; complete the provincial data integration and sharing platform (LGSP); build and operate the data synthesis and analysis platform (NDAP).
“The province implements the above tasks with the spirit and determination: “Doing it well”, not doing it for reporting, but doing it to change the reality of people’s lives and improve economic efficiency so that Dak Lak can truly take off. Regarding the determination: “Innovation is survival”, the province must have the determination to change. The Provincial Party Committee will always accompany and provide maximum support to all levels and sectors in the implementation process, and will create all conditions in terms of resources and policies so that all levels and sectors can confidently carry out their tasks”, Comrade Nguyen Dinh Trung affirmed.
Dak Lak Provincial Party Secretary Nguyen Dinh Trung hopes that leaders at the department and sector levels will be the "locomotives" in applying technology to management and operation; develop specific plans with clear roadmaps for each field; and be responsible to the Provincial Party Committee for the implementation results.
For commune-level leaders, be "pioneers" in the digital revolution; each week there must be at least 2-3 specific activities on digital transformation; turn yourself into "Digital cadres, real influencers" of the locality.
For cadres, civil servants and public employees, change your mindset and work style; proactively learn and improve digital skills; be ready to innovate and not be afraid of change.
“With high political determination, with the consensus of the entire Party, government and people, the viewpoint of only discussing and doing, not retreating, we will turn Resolution 57 into a vivid reality, turning Dak Lak province into a strongly developed, modern and prosperous province. Digital transformation, science and technology and innovation must come into life, there must be measurable digital economic products...'', the Dak Lak Provincial Party Secretary expected.
At the meeting, the Steering Committee on Science, Technology, Innovation and Digital Transformation Development of Dak Lak province also discussed the working regulations of the Steering Committee; assigned tasks to members of the Steering Committee; established support groups; drafted the Steering Committee's Plan on implementing key tasks on science, technology, innovation and digital transformation development in the province; and listened to reports on the situation of science, technology, innovation and digital transformation development, recommendations and proposals from a number of departments, branches and localities in the province.
