Strongly develop intensive and super-intensive shrimp farming models

Compared to other localities, Bac Lieu City has rich potential and strengths for developing super-intensive, intensive, and semi-intensive shrimp farming models (STC, TC, BTC). Bac Lieu City is currently continuing to promote investment attraction to develop these models associated with the formation of industrial zones and clusters for processing seafood for export.

MAINTAIN THE AREA

In the first months of 2023, the situation of STC, TC, BTC shrimp farming has many advantages and difficulties and challenges intertwined. Regarding the advantages, from the beginning of the year, the City People's Committee has paid attention to directing production development and issued many solutions to overcome difficulties for shrimp farmers.

However, one of the difficulties in developing shrimp farming models today is that shrimp prices have dropped sharply compared to the same period. Along with that, a number of irrigation works invested by the Project Management Board of the Department of Agriculture and Rural Development are behind schedule, leading to a lack of water for shrimp farming in coastal areas, causing frustration among the people. Faced with this situation, the Economic Department of Bac Lieu City has advised the City People's Committee to direct the People's Committees of wards and communes to regularly propagate and mobilize shrimp farming households to apply science and technology to save water used in STC shrimp farming. In particular, shrimp farming households must join together in environmental protection, clear the flow of irrigation canals in the fields and use water resources reasonably in the direction of saving water resources and water circulation.

At the same time, the People's Committee of Bac Lieu City has directed the Economic Department to dredge a number of canals to create internal water sources, basically providing timely water for shrimp farming households in coastal areas. Issuing confirmation codes for farming facilities of key subjects according to the provisions of the Fisheries Law 2017 in the province, the period 2022 - 2025 is more than 4,310 households, with nearly 844 hectares.

Thanks to the good propaganda, mobilization and awareness of people, enterprises and cooperatives, the production area has been maintained at more than 3,840 hectares. Of which, the TC and BTC shrimp farming models account for more than 3,000 hectares. Particularly for the STC shrimp farming model, up to now, Bac Lieu City has developed the farming area with 139 farming areas. Of which, there are 9 companies, 2 cooperatives and 130 households, with a total area of ​​872 hectares, output reaching 166 tons and an average yield of nearly 15 tons/hectare.

POOR INFRASTRUCTURE

It can be said that, along with the advantages, the STC, TC, BTC shrimp farming model also faces many difficulties and challenges. That is the cost of input materials is quite high, while the shrimp price always fluctuates up and down abnormally, especially in recent months, the price of shrimp has dropped sharply, causing anxiety and confusion for shrimp farmers, especially households applying the STC and TC shrimp farming model. Therefore, some shrimp farming households have switched to other aquaculture models such as: fish, eel, snail farming... Therefore, the possibility that the shrimp farming output target this year may not reach the set plan.

In addition, the situation of buying and selling environmental treatment chemicals, veterinary drugs, and poor quality aquatic products at business stores or online is quite common, not strictly controlled and managed, and it is very difficult to ensure product quality. This seriously affects the efficiency and productivity of farming, causing economic losses for shrimp farmers. Most concerning is that the irrigation system has not met the development needs and served well for aquaculture production. Specifically, some STC and BTC shrimp farming areas still do not have separate water supply and drainage systems, so it is easy to cause cross-contamination and difficult to treat polluted water sources when there is an incident. Some canals, especially those along the 30/4 canal and those along the coastal route in Nha Mat ward, Hiep Thanh commune and Vinh Trach Dong commune (high-tech shrimp farming areas of the city) are silted up too quickly, while the budget for dredging canals of the province and city is limited.

On the other hand, the construction progress of some irrigation projects invested by the province is slow (Truong Son 1 sluice, sluices along Hoang Sa road) causing water shortages for shrimp farming in recent times... In addition, Bac Lieu city also faces many difficulties in developing the processing industry and needs to increase investment in building more factories when industrial parks and clusters will be formed in the future.

To solve current difficulties and strive to complete the production development target of 2023, Bac Lieu City will focus on the following tasks and solutions:

Propaganda and mobilize shrimp farming households to establish aquaculture cooperatives, link production and product consumption, buy and sell together to reduce input costs.

Encourage production and business establishments, cooperatives, cooperatives and shrimp farming households following the STC, TC, BTC models to promote the application of science and technology , digital transformation in aquaculture activities; create clean, safe products for community health. Actively promote products and participate in potential markets.

Continue to coordinate with relevant departments, branches, units and People's Committees of wards and communes to regularly propagate and mobilize cooperatives, cooperatives, companies and shrimp farming households to strictly implement State regulations on aquaculture activities, especially Decision 104 of the Department of Agriculture and Rural Development on promulgating guidelines for environmental protection in aquaculture activities that pollute water sources, reduce biodiversity and affect food safety.

Promote the effectiveness of the Inter-sectoral Inspection Team on controlling the market of trading, commercial fraud, counterfeit goods and business lines in Bac Lieu City according to Decision 239 of the City People's Committee; contribute to limiting the trading of poor quality veterinary and aquatic drugs, helping farmers feel secure when using them. To do this well, it is necessary to have synchronous coordination between departments, branches, the attention of local authorities and especially the awareness of business people.

Coordinate with the Department of Agriculture and Rural Development and relevant units to implement Plan 26 on granting confirmation codes to facilities raising key species according to the provisions of the 2017 Fisheries Law in the province, period 2022 - 2025.

Speed ​​up the progress of implementing irrigation works from the funding source supporting the use of public irrigation products and services under the 2023 fee to meet the need to provide sufficient water for aquaculture in general and shrimp farming in particular.

Propose that the Project Management Board of the Department of Agriculture and Rural Development as the investor accelerate the construction progress of projects in the city: Truong Son 1 culvert, culverts across the East Sea dyke on Hoang Sa Street. These projects, when completed and put into operation, will serve aquaculture activities in the city well...
