Realize goals
The Provincial Youth Union Standing Committee has promoted the dissemination of the Party's guidelines and the State's laws and policies on youth work in various forms. At the same time, it has implemented the Provincial People's Committee's plans in conjunction with projects such as: "Educating revolutionary ideals in cyberspace", "Promoting young talents", "Improving digital capacity for youth", "Supporting youth start-ups"... to concretize the strategic goals of youth development, ensuring effectiveness and widespread dissemination.
After 5 years of implementation, the Youth Union organizations in the province have promoted the role and responsibility of union members and youth in implementing the strategic goals of youth development, contributing to the overall achievements of the province. 20 targets in 6 target groups all achieved from 80% to 100%, completing the plan set out for the period 2023-2025.
The province has organized 5 provincial-level startup idea competitions with 150 participating projects; supported loans from the Social Policy Bank for 100 youth startup projects. Many digital transformation activities have been deployed to promote and consume OCOP products of young people through livestream sessions on TikTok, Facebook in Song Ma, Mai Son, Phu Yen, with 25,000 agricultural product orders, earning over 1 billion VND. Consulting and job introduction for young people have been focused on, with 1,162 workers going to work abroad for a limited period, of which 70% are young people. It is expected that by 2025, the rate of trained workers will reach 65%, and the unemployment rate in urban areas will decrease to 3.65%.
Mr. Ban Van Nam, Co Phay village, Tan Yen commune, currently working in Taiwan as an export laborer, said: In 2022, when Moc Chau district organized a Job Consulting Day, I was advised on the construction profession in Taiwan and decided to prepare documents, learn the language to go to work. Currently, the average income is about 30 million VND/month, helping the family improve their lives and accumulate capital to develop the economy in their hometown later.
Union members and young people actively study, practice, and improve their professional qualifications; promptly discover, train, and commend outstanding individuals and groups. Over the past 5 years, the province has recognized 126 “5 good” students, 337 “3 good” students, and 2 “3 training” students at the provincial level. At the same time, 126 digital capacity building activities, “Digital literacy” and 513 online public service support activities have been organized.
Promoting the pioneering role for the community, in the period of 2021-2025, the provincial Youth Union has maintained 32 legal consultancy models and 24 youth theory clubs. More than 700 Youth Union reporters and propagandists play a core role, contributing to helping 100% of young people access Party resolutions, legal policies and knowledge of national defense and security every year. Organizing hundreds of meaningful programs at the grassroots level such as health and physical education activities; cultural and artistic exchanges, sports, and community activities. Coordinating the implementation of free medical examinations and medicine distribution; mobilizing the construction of 45 civil works and awarding thousands of gifts and scholarships to students in mountainous and border areas, with a total cost of over 15 billion VND.
Training young human resources
Ms. Cam Thi Huyen Trang, Vice Chairwoman of the Provincial Vietnam Fatherland Front Committee, Secretary of the Provincial Youth Union, added: In the period of 2026-2030, the Provincial Youth Union will continue to maintain and promote the achieved results, and at the same time advise the Provincial Party Committee and the Provincial People's Committee on solutions to support youth in mountainous, border, remote and isolated areas; focus on training high-quality young human resources; create opportunities for learning, research, and entrepreneurship; improve the quality of vocational training, sustainable employment... towards building a comprehensive, patriotic, self-reliant youth generation with ideals and aspirations to rise up.
Strengthen propaganda and raise awareness of Party committees and authorities on their responsibilities in state management of youth; implement policies to support youth from 16 to under 18 years old, youth volunteers. At the same time, strengthen coordination between sectors, authorities at all levels with the Vietnam Fatherland Front and socio-political organizations, professions, and enterprises in integrating youth development targets into local and sectoral plans. Review and adjust youth development goals and targets to suit reality.
Innovate forms of public service provision such as: Supporting young people in learning, creating, and doing scientific research; implementing digital transformation in the field of education and training. Coordinate the development of a labor market information system, improve the quality of short-term and long-term labor market forecasts so that young people have the opportunity to identify and choose careers that match their abilities and professional qualifications. Improve the quality of the network providing employment services, oriented start-up services, and support for young people in job creation and start-up.
Along with that, encourage organizations and individuals to provide and support psychological counseling services for young people. Invest in and build cultural, physical education and sports facilities, social welfare works to better meet the cultural and spiritual needs of young people... Strive for 70% of young people of school age to have high school degrees or equivalent by 2030. 100% of young people are informed, disseminated, and provided with information on policies and laws through online legal applications, social networks, and mass media. The unemployment rate in urban areas is below 3%. Over 30% of young people in ethnic minority and mountainous areas, areas with particularly difficult socio-economic conditions and 20% of young people are people with disabilities, people with HIV, people after drug rehabilitation, after reformation...
Youth is a large labor force in society, capable of quickly absorbing science and technology, updating new trends, thus creating favorable conditions for youth to develop comprehensively in all fields is an opportunity for youth to be trained, dedicated and mature. With the attention and orientation of Party committees at all levels, authorities and the entire political system, Son La youth continue to promote the spirit of volunteerism, affirming their position and role in the cause of socio-economic development and national defense.
