Building and developing Bac Ninh urban area to become a cultural, ecological, smart urban area, towards a knowledge-based economy .

Deputy Prime Minister Tran Hong Ha signed Decision 728/QD-TTg dated June 20, 2023 approving the adjustment of the Bac Ninh Urban Master Plan to 2045.

The planning scope and boundary are 05 administrative units, including: Bac Ninh city, Tu Son city, Que Vo town, Tien Du district and Yen Phong district, Bac Ninh province.

The planning area is about 49,137 hectares. The short-term planning period is until 2030, the long-term period is until 2045.

The planning aims to build and develop Bac Ninh urban area to meet the criteria of a type I urban area, creating a premise for building Bac Ninh province into a centrally-governed city by 2030.

Building and developing Bac Ninh urban area to become a cultural, ecological, smart urban area, towards a knowledge-based economy.

Strengthen management, attract investment; train human resources; build synchronous, modern infrastructure, develop sustainably, prevent natural disasters, and respond to climate change.

Provide legal basis for planning management; establish urban development programs, upgrade projects for affiliated cities; develop development policies and continue to implement construction investment work according to planning.

Bac Ninh urban area develops according to the urban cluster model, multi-center

Regarding the development structure model, Bac Ninh urban area develops according to the urban cluster model, multi-center, associated with the Hanoi Capital region, including 07 urban development focuses associated with the model of taking the orientation of developing the public transport system as the basis for urban development planning, taking the traffic hub as the point of population concentration to further form a decentralized transport system (TOD), limited by "green wedges" (rivers, canals, ecological water surfaces, parks, villages, preserving historical and cultural relics, typical ecological landscapes) and 03 development corridors including:

- Urban service corridor along National Highway 1A (Tu Son - Tien Du - Bac Ninh). Along the corridor, development will be concentrated in 3 existing urban areas: Bac Ninh, Tien Du, Tu Son, limited by green wedges.

- Industrial urban corridor along Highway 18 (Yen Phong - Bac Ninh - Que Vo). Developing urban areas associated with concentrated industrial parks, completing service infrastructure to create conditions for the development of production activities in industrial parks.

- With ecological corridors along Duong River and Cau River, protect and develop ecological corridors along the rivers. Arrange public service works, ecological services, entertainment, sports and social infrastructure, other urban technical infrastructure with low density, prioritize the development of trees, landscapes, water surfaces along the river corridors; plan high-tech agricultural development areas in Yen Phong, Que Vo, Tien Du areas.

The planning aims to connect the core urban area with the urban, industrial and high-tech ecological agricultural development corridor along National Highway 17, connecting Que Vo - Gia Binh - Thuan Thanh; the urban service development corridor along National Highway 38 and Ring Road 4; the spiritual cultural tourism corridor connecting Tu Son, Tien Du with Thuan Thanh along Provincial Road 276.

Arrange 12 concentrated industrial parks with a total area of about 4,800 hectares

Regarding the orientation of socio-economic infrastructure planning, there will be 12 concentrated industrial parks with a total area of about 4,800 hectares, including updating Nam Son - Hap Linh industrial park and An Viet - Que Vo 6 industrial park according to the adjustment of the Bac Ninh Provincial Construction Planning approved by the Prime Minister in Decision No. 1369/QD-TTg dated October 17, 2018; adding industrial parks in Phuong Mao, Yen Gia and Mo Dao communes with an area of about 150 hectares. Converting the existing Hanaka industrial park to urban functions.

By 2045, arrange 32 industrial clusters with a total scale of about 856 hectares; convert 13 industrial clusters into urban, commercial and service areas with a total area of about 310 hectares. Add land for new industrial clusters with a total area of about 188 hectares.

Building Bac Ninh concentrated information technology park, area of about 250 hectares.

Focus on developing diverse types of commerce, especially large-scale commercial infrastructure:

- Developing regional logistics centers in Phong Khe area (Bac Ninh city) and the areas of Chi Lang, Dao Vien, Ngoc Xa, Chau Phong communes (Que Vo) south of Noi Bai - Bac Ninh - Ha Long highway; 02 logistics centers in Dung Liet - Tam Da area (Yen Phong) to provide synchronous logistics services for distributing goods to Bac Ninh province and neighboring provinces.

- Develop modern fair and exhibition centers and international shopping centers in urban areas to display and introduce goods and services, promote and propagate the province's economic and trade development brand.

- Develop large-scale shopping centers in satellite cities to promote trade, services, tourism, investment...

- Develop new commercial centers of 3 - 10 hectares in scale, associated with cultural functions, squares and other public services, creating future district centers or associated with new urban area projects, traffic nodes, urban railway stations, creating urban development models according to the TOD model. It is expected that commercial centers will be planned in Hoa Long, Vu Ninh, Khuc Xuyen, Dai Phuc (Bac Ninh), Tuong Giang, Dong Ngan (Tu Son), Thuy Hoa, Cho town (Yen Phong), Dai Xuan, Pho Moi, Chi Lang (Que Vo), Phu Lam, Lien Bao, Phat Tich, Lac Ve (Tien Du)...

- Developing central markets: Market in Khac Niem ward (Bac Ninh) and Duc Long agricultural market (Que Vo) to distribute goods to urban areas and some neighboring areas.

- Develop commercial, service, shopping centers, provide goods and serve essential needs for experts and workers in industrial parks, which can be located in industrial parks or neighboring areas.
