The goal is to strive for Dong Thap to be a province with a fairly developed level, in the leading group in digital transformation, one of the agricultural production and agricultural processing centers of the Mekong Delta; to have a synchronous infrastructure system, modern urban areas, rural areas rich in identity, friendly and attractive tourism; to comprehensively develop cultural, social and human fields; to maintain the leading position in the country in the following indicators: administrative reform, governance and public administration efficiency, and provincial competitiveness. National defense, security and social order and safety are ensured; international cooperation and integration are enhanced. People have a prosperous, civilized and happy life.
Specifically, by 2023, the average gross regional domestic product (GRDP) growth rate will reach 7 - 7.5%/year. GRDP per capita (current price) will reach about 160 million VND.
The proportion of the industry - construction sector in GRDP accounts for about 27%; the service sector accounts for about 43%; the agriculture, forestry and fishery sector accounts for about 22%; product taxes minus subsidies account for about 8%. The contribution rate of total productivity to economic growth (TFP/GRDP) by 2030 is 50%. Mobilizing investment capital for social development in the period of 2021 - 2030 reaches 477,000 billion VND.
The rate of population participating in health insurance reached over 95%. The rate of poor households decreased by an average of 0.32%; the rate of poor households according to the multidimensional poverty standard reached below 1.2%. The rate ofeducational facilities meeting standards: 75% of preschools, 70% of primary schools, 80% of secondary schools, 90% of high schools. The ratio of hospital beds per 10,000 people was 32 beds, the ratio of doctors per 10,000 people was 12.
Innovation in thinking from agricultural production to agricultural economics
According to the Plan, Dong Thap will innovate its thinking from agricultural production to agricultural economy; flexibly convert crop structure associated with high technology application, rational land use to develop advantageous crops; research, apply, and transfer scientific and technological advances in advantageous fields.
Focus on building a synchronous and modern agricultural infrastructure; forming and developing large-scale, high-quality green, organic, circular agricultural production areas according to the value chain associated with deep processing to meet domestic and international market demand; developing post-harvest processing and preservation industry in parallel with food safety.
Developing agricultural hubs associated with specialized areas, connecting with urban areas in Dong Thap (associated with raw material areas for freshwater aquatic products, fruits, and rice in freshwater ecological areas).
Gradually develop large-scale concentrated livestock farming with high added value associated with food processing to meet domestic market demand and gradually export. Combine livestock farming with agricultural production and aquaculture according to the circular economic model. Develop aquaculture, especially pangasius, to become the province's key economic sector; apply improved and modern technology, organic farming, circular farming, associated with a reasonable form of production organization, productivity, quality, efficiency, high competitiveness and sustainability.
Strictly manage and protect, maintain coverage ratio, exploit reasonably, and develop forest resources sustainably. Focus on forest development, forestry services, and forest environmental services to generate revenue and reinvest in forestry development.
Restructuring the industry towards concentration and scale
Dong Thap restructures the industry towards concentration, scale, application of science and technology and achievements of the fourth industrial revolution to innovate the growth model, improve productivity, quality, efficiency and competitiveness of goods; prioritize attracting investment to develop deep processing industry of agricultural and aquatic products, at the same time attracting investment to develop supporting industries to serve the development of mechanics, precision mechanics, pharmaceuticals and key industries of the province. Develop small-scale handicrafts associated with preserving and developing traditional craft villages.
Focus on investing in and developing industrial zones, clusters, agricultural and aquatic product processing centers associated with the development of logistics systems, logistics services, and support services. Accelerate the construction of Dong Thap Border Gate Economic Zone and industrial zones and clusters in the Dong Thap Muoi sub-region.
Strengthen the development and use of renewable energy. Develop the construction industry in a modern direction, with sufficient expertise and technology to meet the socio-economic development needs of the province.
In addition, focus on investing in developing and completing the infrastructure of Dong Thap Border Gate Economic Zone to become the production, processing and trade center of the Mekong Delta with the Kingdom of Cambodia.
