Appraisal meeting of the Feasibility Study Report of the Ninh Binh Expressway Construction Investment Project

(MPI) – Pursuant to Decision No. 378/QD-TTg dated May 4, 2024 of the Prime Minister, the Interdisciplinary Appraisal Council met to appraise the Feasibility Study Report of the Ninh Binh – Hai Phong Expressway Construction Investment Project through Nam Dinh and Thai Binh provinces under the public-private partnership model. Deputy Minister of Planning and Investment Do Thanh Trung, Vice Chairman of the Appraisal Council chaired the meeting.

Attending the meeting were representatives of member ministries and branches, including: Transport; Justice; Finance; Construction; Natural Resources and Environment; National Defense; Public Security; Agriculture and Rural Development; State Bank of Vietnam. On the local side, Vice Chairman of Thai Binh Provincial People's Committee Nguyen Quang Hung and Vice Chairman of Nam Dinh Provincial People's Committee Ha Lan Anh attended the meeting.

At the meeting, the representative of Thai Binh Provincial People's Committee presented the Feasibility Study Report of the Ninh Binh - Hai Phong Expressway Construction Investment Project through Nam Dinh and Thai Binh provinces under the public-private partnership model; The Standing Committee of the Appraisal Council (Department of Infrastructure and Urban Development, Ministry of Planning and Investment ) presented a summary of the draft appraisal report.

The project to invest in the construction of the Ninh Binh - Hai Phong expressway, the section through Nam Dinh and Thai Binh provinces with a length of about 60.9 km, a total investment of 19,784.55 billion VND, of which 27.6 km is in Nam Dinh province and 33.3 km is in Thai Binh province. The starting point of the project is at Km 19+300 at the head of the Day River overpass in Nam Dinh, in Nghia Thai commune, Nghia Hung district, Nam Dinh province. The end point is at about Km 80+200 at the intersection between the new National Highway 37 and the coastal road, in Thuy Trinh commune, Thai Thuy district, Thai Binh province.

Investment scale: Investment in construction of the road according to expressway standards (TCVN 5729:2012), 04 complete lanes, roadbed width = 24.75m, design speed 120km/h. Implementation location: Nam Dinh province and Thai Binh province; Expected project implementation time: From 2023 to 2027.

Participating in the discussion, delegates focused on discussing and giving opinions on the specific content of the dossier such as its compliance with the legal basis; assessing the suitability of the feasibility study report for the planning, industry and regional development plans, and local socio-economic development plans. Opinions stated that the project is consistent with the road network planning for the 2021-2030 period, with a vision to 2050; the planning of the Red River Delta region, the planning of Thai Binh and Nam Dinh provinces for the 2021-2030 period, with a vision to 2050; consistent with the objectives of the Resolution of the 13th National Congress of the Party, Resolution No. 30-NQ/TW of the Politburo on socio-economic development of the Red River Delta region and the Project has been approved by the Government in investment policy.

Opinions also focused on assessing the impact of project implementation on the community and residents within the project scope; suitability with overall and specific objectives; advantages of PPP investment; socio-economic efficiency; revenue and capital recovery ability; suitability of investor selection contents; project implementation plan, project monitoring and management mechanism;...

Speaking at the meeting, representatives of Thai Binh and Nam Dinh provinces thanked the comments of the ministries and branches; clarified the remaining concerns and affirmed that this is an important project of the two localities; if put into operation, it will create great favorable conditions for socio-economic development, contributing to ensuring national defense and security of localities in the Red River Delta and the North Central region. Determining the meaning, role and importance of the Project, the localities emphasized that they will continue to coordinate closely to study, absorb and explain the opinions raised by the Appraisal Council; hoping to continue to receive the attention and support of the ministries and branches in the process of completing the Report.

Concluding the meeting, Deputy Minister Do Thanh Trung highly appreciated the frank and responsible opinions; emphasized the contents that need to be researched, supplemented, and clarified; reviewed and unified information and reported data; reviewed, calculated prices, and adjusted prices according to the provisions of the PPP Law; financial indicators; the ability to supply construction materials;...

On that basis, the Deputy Minister requested the People's Committee of Thai Binh province and the Standing Office of the Appraisal Council to study and fully absorb the opinions to complete the dossier and report to the competent authority according to regulations. The investment in the construction of the Ninh Binh - Hai Phong expressway through Nam Dinh and Thai Binh provinces under the public-private partnership model aims to gradually complete the expressways in the Road Network Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021. Connecting expressways from Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh provinces to Hai Phong and Quang Ninh cities; creating a driving force for the development of provinces and cities in the Red River Delta and North Central Coast; serving as a basis for attracting investors in many fields, especially urban development, industry, trade and services; Respond promptly to natural disasters and climate change in the region; strengthen national defense and security./.
