2nd session of the Standing Committee of the 19th Provincial People's Council

On the afternoon of July 6, comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the 2nd meeting of the Standing Committee of the 19th Provincial People's Council, term 2021-2026. Attending the meeting were comrades: Ly Thi Lan, member of the Provincial Party Committee Standing Committee, Head of the Provincial National Assembly Delegation; Pham Thi Minh Xuan, member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council; Hau Minh Loi, member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council; Le Thi Thanh Tra, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Van Son chaired the meeting.

The meeting focused on discussing and giving opinions on the following contents: the proposed agenda for the first thematic session of the 19th Provincial People's Council; Draft Decision on the assignment of tasks and powers of the Chairman, Vice Chairman of the People's Council, members of the Standing Committee of the People's Council of Tuyen Quang province, term 2021 - 2026; Regarding the proposal for the Standing Committee of the Provincial People's Council to approve the draft Resolution on the spending regime, ensuring the operation of People's Councils at all levels in the province; Regulations on decentralization of state budget revenue sources, local budget expenditure tasks and the percentage of revenue sharing between the provincial budget and commune-level budget in the province in 2025 according to simplified procedures; Draft decision of the Standing Committee of the Provincial People's Council on the regulation of the position, functions, tasks, powers, organizational structure, payroll, budget, working headquarters and working regime of the Office of the National Assembly Delegation and the People's Council of Tuyen Quang province and many other contents.

On behalf of the Standing Committee of the Provincial People's Council, Chairman of the Provincial People's Council Nguyen Van Son basically agreed with the content and agenda of the thematic session. He emphasized that the first thematic session took place in a very important context, when the merger and implementation of the new government model had just been completed, so that all activities would be uninterrupted and smooth.

He requested the Office of the Provincial People's Council and People's Committee to closely coordinate in preparing and completing draft resolutions submitted at the meeting to ensure they are detailed, realistic, appropriate and in accordance with regulations.

Head of the National Assembly Delegation of the province Ly Thi Lan spoke at the meeting.

Regarding the draft decision on the assignment of tasks and powers of the Chairman, Vice Chairman of the People's Council, and members of the Standing Committee of the People's Council of Tuyen Quang province for the 2021-2026 term, the Chairman of the Provincial People's Council stated that the assignment of tasks is built on the spirit of solidarity and high unity with the goal of ensuring that the new local government operates stably, effectively, and is worthy of the trust and expectations of voters.

Regarding the Draft Decision of the Standing Committee of the Provincial People's Council on regulating the position, functions, tasks, powers, organizational structure, payroll, budget, office and working regime of the Office of the National Assembly Delegation and the People's Council of Tuyen Quang province, based on the opinions of the delegates, Chairman of the Provincial People's Council Nguyen Van Son requested that the regulations should be built on the basis of correct regulations, suitable to practical conditions to best meet the activities of the National Assembly Delegation, the Standing Committee of the Provincial People's Council, and the Provincial People's Council committees.

Concluding the meeting, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: In order for all work to proceed smoothly and effectively, it is necessary to continue to uphold the spirit of solidarity after the merger. Along with that, inherit and promote the good traditions of Tuyen Quang and Ha Giang provinces in the past to effectively operate the apparatus, continue to improve the operational efficiency of the Provincial People's Council and the Provincial National Assembly Delegation.

He also noted that it is necessary to focus on resolving initial difficulties and challenges such as geographical distance, differences in operating mechanisms, management methods, and the psychology of cadres and people. He requested that each comrade in the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Council Committees, cadres and employees continue to promote a sense of responsibility to overcome difficulties to move towards the most common strategy of building a new Tuyen Quang province with comprehensive and sustainable development.
