The fourth meeting of the Central Steering Committee on implementing the Program to eliminate temporary and dilapidated houses

As of May 10, 2025, the whole country has implemented support to eliminate nearly 209,000 temporary and dilapidated houses; of which 111,000 houses have been inaugurated and handed over and about 98,000 houses are under construction.

Regarding resource mobilization, sponsors transferred 3,142 billion VND, reaching 91%; social mobilization from localities was 1,807 billion VND; and household contributions were 1,074 billion VND.

Currently, there are 15 provinces and cities nationwide that no longer have temporary or dilapidated houses. The biggest difficulty at present is that funding for housing support for people with revolutionary contributions has not been provided. According to the plan, by October 31, 2025, temporary and dilapidated houses nationwide will be basically eliminated.

In Quang Tri province, the total number of households needing housing support is 7,663; including 4,460 newly built households and 3,203 repaired households. Of these, 2,374 households are in need of housing for people with revolutionary contributions; 5,289 households are in need of temporary or dilapidated houses for poor and near-poor households.

For the Program to eliminate temporary and dilapidated houses and the Housing Support Project for households with revolutionary contributions and martyrs' relatives in the province, strive to basically complete before June 30, 2025.

Total implementation cost is 436,920 million VND. Up to now, for housing for people with revolutionary contributions, the province has started to build 285/342 new houses, reaching 83.3%; started to repair 1,375/2,032 houses, reaching 67.6%. Housing support under the Program to launch the elimination of temporary and dilapidated houses has started to build 3,913/4,118 new houses, reaching 95%; started to repair 204/1,171 houses, reaching 17.4%.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the significance of the program to support the elimination of temporary and dilapidated houses for people, especially the comradeship and mutual love of compatriots in 2025 on the occasion of the 80th anniversary of the founding of the country and the 50th anniversary of the complete liberation of the South and national reunification.

Through this program, we call for the participation of the entire political system and society, promote the strength of national solidarity to implement the humane policy of the Party and State to care for the poor, and leave no one behind.

Accordingly, all levels and sectors continue to review and remove obstacles and problems, resolutely deploy effective solutions, in the spirit of only discussing action and not retreating, striving to basically complete the program to support the elimination of temporary and dilapidated houses nationwide before October 31, 2025.

The motto is to be flexible and creative, everyone contributes a hand, whoever has money contributes money, whoever has merit contributes merit, the State supports a part of the seed capital, and the People make history by implementing a movement with humanistic meaning to help the poor.

Prioritize the completion of housing support for martyrs' relatives before the anniversary of War Invalids and Martyrs Day on July 27 and housing for people with revolutionary contributions before the anniversary of National Day on September 2. Resolutely and determinedly implement the program well and spread the spirit of supporting the elimination of temporary and dilapidated houses for poor households, near-poor households, and families with revolutionary contributions to the program of building social housing for low-income people, so that everyone can have a better life.
