The Circular consists of 6 articles regulating classification criteria and implementation of film classification levels and film warnings applied generally to all forms of film dissemination.
According to the circular, the film classification level according to the classification criteria is ranked from low to high: Type P: Films are allowed to be distributed to viewers of all ages; Type K: Films are distributed to viewers under 13 years old with the condition of watching with a parent or guardian; Type T13 (13+): Films are distributed to viewers 13 years old and older; Type T16 (16+): Films are distributed to viewers 16 years old and older; Type T18 (18+): Films are distributed to viewers 18 years old and older; Type C: Films are not allowed to be distributed.
Circular No. 05/2023/TT-BVHTTDL stipulates criteria for film classification and implementation of displaying film classification levels and warnings.
Film classification criteria include: Criteria on theme and content; Criteria on violence; Criteria on nudity and sex; Criteria on drugs, stimulants and addictive substances; Criteria on horror; Criteria on vulgar language; Criteria on dangerous and easily imitated behavior.

The Circular also stipulates that films must display their film classification level during dissemination, except for P-class films.
The display of film ratings must ensure that information about the film rating and warning content is provided in sufficient time for viewers to receive the information.
The Circular takes effect from May 20, 2023.
The Circular states: The film rating must be displayed in the upper left or right corner of the screen during the film's distribution, ensuring that it does not overlap with the service's icon or other icons.
For films distributed in cinemas; at the headquarters of foreign diplomatic agencies and cultural establishments established in Vietnam; films distributed on public transport and other audio-visual media: Display warning content in writing or speech before starting to distribute the film; the warning display position is immediately below the film classification level symbol.
For films disseminated on television and in cyberspace: Display warning content in writing or speech no later than 03 seconds immediately after the film dissemination begins; the warning display position is immediately below the film classification level icon; display a maximum of 03 times during the film dissemination process for films with a duration of 20 minutes or more.
