Disseminating legal knowledge to ethnic minorities in mountainous regions.

Disseminating and educating ethnic minorities in mountainous areas about the law plays a crucial role in raising legal awareness, preventing violations, and maintaining security and order at the grassroots level. In recent times, the People's Courts in various regions of Thai Nguyen province have implemented many practical approaches, tailored to the specific characteristics of each locality, contributing to bringing the law closer to the people.

In remote and rural areas, where many ethnic minorities live, access to legal information is limited and awareness levels are uneven. Many legal violations arise due to a lack of understanding or the influence of long-standing customs and habits.

In light of this situation, the People's Court of Region 9 proactively coordinated with local authorities and mass organizations to conduct legal awareness campaigns in a way that was accessible and easy to understand. The content of the campaigns focused on legal regulations relevant to the daily lives of the people, such as marriage and family, land disputes, borrowing and lending of property, prevention of social evils, and traffic safety violations.

Court officials go directly to the grassroots level, explaining legal regulations in simple language, avoiding jargon, making it easier for people to understand and apply them to their lives.

One of the highlights of the legal dissemination work of the People's Courts in the region is the organization of mobile court sessions in various localities. Each year, the People's Courts in the regions of Thai Nguyen province organize hundreds of mobile court sessions in various areas, residential areas, and schools.

By directly observing the trial process, citizens gain a better understanding of illegal acts and the legal consequences they face. Cases selected for mobile trials are often typical and common incidents in the locality, such as intentional infliction of injury, violations of road traffic regulations, and illegal possession of narcotics.

In each court session, the judging panel often incorporates the dissemination and analysis of relevant legal regulations, helping people draw practical lessons.

Mr. Duong Van Nam, a resident who attended the mobile court trial in Phu Luong commune, said: "Thanks to watching the mobile court trial in my locality, I have a better understanding of the law, and from there I can remind my children and grandchildren to abide by the regulations of the State."

Besides conducting mobile court sessions, the People's Courts in various regions have also innovated the methods of legal dissemination, making them more flexible and suitable to the customs and traditions of each locality. Legal education sessions are integrated into community activities, conferences on disseminating legal policies, village meetings, and school lessons.

In some localities, court officials and lawyers from the Thai Nguyen Provincial Bar Association collaborate with village heads and influential individuals to disseminate legal information, even using ethnic languages during the outreach process. This approach helps to convey legal information to the people naturally and easily, fostering consensus within the community.

According to local authorities, thanks to effective legal dissemination efforts, many conflicts and disputes within the community have been reduced; people's awareness of law compliance has gradually improved; contributing to maintaining security and order at the local level.

Judge Luong Thi Thu Hoa, of the People's Court of Region 6, stated: " The work of disseminating and educating the public about the law by the People's Court of the region not only helps ethnic minority people understand and abide by the law, but also contributes to preventing violations and maintaining security and order in the locality."

Many areas with large ethnic minority populations have recorded a decrease in the number of law violations compared to before. Mr. Nguyen Tat Thang, Deputy Chief Justice of the People's Court of Region 5, affirmed: Disseminating legal knowledge to ethnic minorities in mountainous areas is a long-term task that requires perseverance and responsibility. This is also a way for the Court to effectively fulfill its function of serving the people.

To raise legal awareness among ethnic minorities in mountainous areas, the People's Courts in these regions will continue to strengthen the dissemination and education of law through more appropriate forms, linking judicial proceedings with legal awareness campaigns at the grassroots level.

The replication of effective models is identified as a crucial solution to truly integrate the law into daily life, contributing to building a sense of respect for the rule of law and strengthening public trust in the judicial system.
