The Vice Chairman of the National Assembly said that on October 31, 2025, the National Assembly listened to the Government's Submission and the Review Report of the Committee on Science, Technology and Environment on two draft laws. At the group discussion session on November 6, 2025, delegates gave 35 comments on the draft Law on amending and supplementing a number of articles of the Law on Technology Transfer and 47 comments on the draft Law on High Technology (amended). The Ministry of Science and Technology - the drafting agency - sent Reports No. 333 and 334 to explain and accept the comments.
The Vice Chairman of the National Assembly suggested that delegates focus on discussing a number of major groups of issues.
Regarding the draft Law amending and supplementing a number of articles of the Law on Technology Transfer, regarding the scope of regulation, interpretation of terms, general policies of the State on technology transfer activities; on the right to transfer technology; on capital contribution in the form of technology; on technologies encouraged and restricted for transfer; on technology transfer registration; on policies to support and encourage technology transfer; on the State's policies on purchasing and disseminating technology, technology appraisal, approval of technology transfer licenses and a number of other contents that National Assembly deputies are interested in.

Regarding the draft Law on High Technology (amended): on the scope of the law; on the concretization of 6 policy groups in the draft law; on the responsibility for state management of high technology and strategic technology; regulations on classification criteria and incentive levels for high-tech product manufacturing enterprises, high-tech enterprises, and strategic technology enterprises; regulations on high-tech urban areas and high-tech agricultural zones; on transitional provisions, feasibility of regulations in the draft law and other issues that National Assembly deputies are interested in.
Concluding the session, the Vice Chairman of the National Assembly said that 11 National Assembly deputies had participated in giving their opinions. The majority of deputies highly appreciated the spirit of openness and receptivity of science and technology. Many opinions suggested clarifying concepts and terms to increase recognition and application; perfecting regulations on green technology, referring to international experience; and clarifying the concept of contactless technology transfer.
Some delegates suggested adding criteria to define high technology; clearly distinguishing between high technology and strategic technology, along with breakthrough incentive policies to promote the development of strategic technology, supporting the incubation of high-tech startups to turn Vietnam into a startup nation. There were opinions interested in the orientation of forming high-tech urban areas; some delegates further analyzed the goals and operating models of high-tech agricultural zones.
On behalf of the drafting agency, the Minister of Science and Technology explained and clarified the contents raised by the delegates. The Vice Chairman of the National Assembly requested that delegates continue to send their comments in writing or via the National Assembly software so that the Secretary General of the National Assembly can synthesize and forward them to the Government and relevant agencies to receive and complete the draft law.
The Vice Chairman of the National Assembly emphasized that, similar to the national innovation ecosystem, draft laws related to science, technology and innovation need to open up a transparent legal ecosystem, where technology is seen as a new stream of water entering fields, factories, schools, hospitals and diverse, essential needs of social life. "That stream must be clean, transparent, safe, well-controlled so that there is no old technology dressed up as high technology, no stagnant water, no stagnant water hindering innovation," the Vice Chairman of the National Assembly shared.

According to the Vice Chairman of the National Assembly, technology transfer is not just about trade and buying and selling, but also a journey of receiving, absorbing, and regenerating, so that imported technology does not remain in the laboratory but enters life, becomes productivity, quality, and added value. How can we learn and study systematically and fundamentally, from there build a roadmap, step by step create and master our own Vietnamese technology. What cannot be measured cannot be managed, what cannot be measured cannot be improved. Therefore, the National Assembly delegates suggested that the criteria for high technology and strategic technology need to be quantified and defined accurately. High technology and strategic technology must be truly high in knowledge, strategic in vision and orientation for national development, new in thinking and open in the ability to connect with the world.
The two draft laws aim at the core goals and values of creating a new development space for technology and innovation; stimulating the spirit of learning, the ability to apply and the creative capacity in each individual, each organization, each enterprise. Connecting the knowledge ecosystem, bringing technology to each industry, each locality, each product, contributing to ensuring technological safety and security, maintaining digital sovereignty in a world of rapid, continuous and unpredictable change.
These are two draft laws that the National Assembly has considered and approved according to the provisions and procedures of the Law on Promulgation of Legal Documents 2025, so the Government is responsible for submitting them to the National Assembly for consideration and voting. The Vice Chairman of the National Assembly requested the Ministry of Science and Technology to urgently help the Government coordinate closely with the Standing Committee of the Science, Technology and Environment Committee and relevant agencies to continue to study and fully explain the opinions of National Assembly deputies and the review opinions of the Science, Technology and Environment Committee, complete the draft law with the highest quality, ensure progress to report to the National Assembly Standing Committee for comments before submitting it to the National Assembly for consideration and approval at the end of this session.
