Speaking at the ceremony, Minister Nguyen Manh Hung emphasized that in recent days, the whole country has turned its attention to the Central and Central Highlands regions, which are suffering from severe floods. Prolonged heavy rains and floods have caused widespread flooding in many South Central provinces such as Khanh Hoa, Gia Lai, Dak Lak , and Lam Dong.
According to the report of the Department of Dyke Management and Natural Disaster Prevention updated on the morning of November 23, although the rainfall has decreased in some areas, the flood water has not yet receded, many areas continue to be cut off and isolated. The human loss is increasing rapidly, with 102 people dead and missing . The initial economic loss is estimated at about 9,000 billion VND , of which Dak Lak province alone is more than 5,000 billion VND .

The lives of people in flood-affected areas are still extremely difficult. In Dak Lak, many areas are still deeply flooded and inaccessible; in Khanh Hoa and Lam Dong, hundreds of households in Dien Dien, Hoa Tri, Nam Da, and Cat Tien communes are in dire straits.
Minister Nguyen Manh Hung expressed his deep sympathy for the losses that his people are suffering, and called on the entire industry to promote the tradition of solidarity and mutual love of the nation. Responding to the call of the Presidium of the Central Committee of the Vietnam Fatherland Front, the Ministry of Science and Technology officially launched a fundraising campaign across the industry to help people stabilize their lives soon.
The Minister requested that each cadre, civil servant, public employee and worker in the science and technology sector contribute at least one day's salary , demonstrating the spirit of sharing with the people in the flood-affected areas. Heads of affiliated units are responsible for organizing fundraising campaigns at their agencies, promoting the exemplary role of the leaders.
The Science and Technology Trade Union is assigned to be the focal point for receiving, synthesizing, and publicly and transparently disclosing the sources of support. Immediately after the fundraising, the entire fund will be transferred by the Science and Technology Trade Union to the Central Committee of the Vietnam Fatherland Front for timely allocation to affected localities, ensuring the right recipients and the right needs.

Minister Nguyen Manh Hung also requested research institutes, scientists and enterprises in the science and technology sector to continue researching and proposing technological solutions for forecasting and early warning of natural disasters; housing and livelihood models adapting to climate change; building sustainable telecommunications infrastructure such as solid BTS stations, contributing to minimizing future damage.
"With the belief and strength of solidarity, I believe that all cadres, civil servants and public employees in the science and technology sector will actively respond to the movement and join hands to help flood-affected people overcome difficulties," Minister Nguyen Manh Hung affirmed.
