The Steering Committee of Hung Yen province also said that the system of legal documents on people's air defense is still lacking and has not fully institutionalized the Party's new viewpoint; has not ensured unity, synchronization and kept up with the development of the socio-economy, national defense and security tasks in the current period, has not met the requirements and tasks of managing and firmly protecting the sky of the Socialist Republic of Vietnam; the system of specialized legal documents on people's air defense is only used at the level of Government Decrees and Prime Minister's Decisions, so there are still difficulties in organizing implementation, especially issues related to the organization of force, means, equipment and ensuring policies for people's air defense forces...
