The Hai Anh wind power project was added by the Prime Minister to the list of wind power projects in the power development plan with a capacity of 40MW, connected to the national grid at the 110kV Lao Bao substation. The construction site is in Huong Phung, Tan Thanh communes, and Lao Bao town (now Huong Phung commune and Lao Bao commune).

Based on the approved planning, the People's Committee of Quang Tri province has approved the investment policy and at the same time approved the investor Hai Anh - Quang Tri Wind Power Joint Stock Company to implement the project. After the implementation period, despite many difficulties, with the attention and support of the People's Committee of the province and related sectors and localities, up to now, Hai Anh - Quang Tri Wind Power Joint Stock Company has completed the installation of 8 turbines, each turbine has a capacity of 5MW. The total investment of the project is 1,500 billion VND. After the project is completed, it will generate commercial electricity, annually connecting to the national grid more than 117.5 million kWh, achieving a revenue of about 180 billion VND, contributing to the local budget about 18 billion VND/year.
Through the inspection, the Standing Vice Chairman of the Provincial People's Committee, Hoang Nam, acknowledged and highly appreciated Hai Anh - Quang Tri Wind Power Joint Stock Company for its efforts to overcome difficulties to soon put the project into operation. This is an important project, suitable for the conditions of Quang Tri province having just merged, striving to achieve the growth target of 8% in 2025. At the same time, it is a driving force for other projects to continue investing, contributing to the province's major goals. This is also the project chosen by the province to organize the inauguration ceremony on the occasion of the 80th anniversary of the August Revolution and National Day, September 2.
Standing Vice Chairman of the Provincial People's Committee Hoang Nam requested the company to urgently reclaim the land and restore the landscape environment in the project area; complete the procedures according to regulations; and prepare all conditions for the inauguration ceremony to ensure solemnity, practicality and economy.
The Standing Vice Chairman of the Provincial People's Committee hopes that the project will operate smoothly, contributing to building Quang Tri province into an energy center of the Central region, realizing the conclusion of General Secretary To Lam on exploiting and developing clean energy and renewable energy, promoting the socio -economic development of the border area of Quang Tri province.

According to the report, from July 1 to now, the center has received 166 records in all fields, including 156 online records, 10 direct records, mainly related to the fields of certification, civil status, land, business registration... The current difficulty of the center is the lack of synchronous integration between the civil status software and the electronic one-stop system, and inadequate facilities and equipment. The business sector is waiting for the Department of Finance to announce the decentralization process for commune level implementation; the policy sector has only been able to perform some procedures on the public service system, the rest have not been synchronized so they are receiving direct records; the land sector has not yet processed administrative procedures on land on the land management system. Some administrative procedures have not been configured on the national and provincial public service systems.

Through inspection and understanding the situation, Standing Vice Chairman of the Provincial People's Committee Hoang Nam acknowledged the efforts of the Public Service Center of Lao Bao commune. At the same time, he requested that the locality should proactively implement and resolve tasks under the authority of the commune level to ensure protection for people and businesses. Regarding difficulties and obstacles, the Standing Vice Chairman of the Provincial People's Committee directed relevant departments and branches based on their functions and tasks to promptly support and remove them so that the communes can operate; urgent difficulties arising should be directly proposed to the province for resolution according to regulations.
