On October 22, Mr. Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee, inspected and directed the repair of landslides on the Red River dike system, including Lam Son embankment ( Hung Yen city), Nghi Xuyen embankment (Khoai Chau), and Phi Liet embankment (Van Giang).
Last September, due to the impact of storm No. 3 and floods on the Red River and Luoc River, many incidents occurred in the province's dikes and embankments. In particular, Lam Son embankment (Hung Yen city) at the corresponding location K124+850 - K125+000 appeared a landslide with a length of about 40m, encroaching 2m to 3m into the embankment roof and still has a tendency to develop and expand further.
Soldering mine No. 5 on Nghi Xuyen embankment line corresponding to position K104+200 (Khoai Chau) has a landslide incident at the tip of the welding mine with a length of about 2m, encroaching about 1.5m into the tip, currently still tending to further collapse. At the body of welding mine No. 5, the upstream side has a landslide forming a landslide arc with a length of about 10m, encroaching 1.5m to 2m into the body of the welding mine, currently still tending to subside and further collapse.
In early 2024, Phi Liet embankment at the outlet of the Lien Nghia pumping station to the Red River, Lien Nghia commune (Van Giang), corresponding to K83+842 of the Red River left embankment, experienced a landslide at the foot of the embankment and the rock gabion embankment protecting the riverbank and the outlet of the Lien Nghia pumping station to the Red River. This embankment line is showing a tendency to continue to be eroded and expanded.
Inspecting the landslide sites, Mr. Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee requested: To ensure the safety of dyke and embankment works, prevent and control natural disasters, the Department of Agriculture and Rural Development directed the Department of Dyke Management and Flood and Storm Prevention to organize the selection of consulting units to survey and design to assess the cause of the incident and design the incident handling and remediation to submit to competent authorities for appraisal and approval. Organize the selection of contractors to participate in handling and remediating the incident according to regulations. Take the lead in coordinating with the Department of Planning and Investment, the Department of Finance and related units to advise the Provincial People's Committee on funding sources and request the Central Government to support funding to implement the incident handling. The People's Committees of Khoai Chau, Van Giang districts and Hung Yen city take the lead in coordinating with the Department of Agriculture and Rural Development and related units to implement the following contents: Closely monitor the developments, promptly report on the developments of landslide incidents; Develop, approve and implement a landslide protection plan in practice according to the "4 on-site" principle, be ready to respond to possible bad situations; notify the media about the incident status; prohibit people, vehicles and livestock from passing through the incident location.
