During the working trip, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh and members of Working Group No. 4 inspected the working headquarters of the People's Committee and the Public Administration Service Center of Yen Na, Tam Quang and Tam Thai communes.

The working group worked with the communes of Tam Quang, Tam Thai, Tuong Duong, Luong Minh, Yen Na, Yen Hoa, Nga My, Huu Khuong, and Nhon Mai to listen to reports on the local socio -economic situation, national defense and security, and difficulties, obstacles, and recommendations in the process of implementing two-level local government.
At the meeting, the leaders of the communes said: In the recent past, despite many difficulties due to storms, floods, epidemics and the implementation of the 2-level local government model, with the strong leadership of the Party Committee, the government and the consensus of the people, important results have been achieved.
Cadres and civil servants of communes have shown a sense of responsibility, made efforts to adapt to changes in organization, work processes, and authority to handle work; proactively studied and updated knowledge and skills to suit the new operating model...
Working with the Working Group, representatives of commune leaders proposed a number of difficulties such as: Immediately after operating the 2-level local government, communes often encountered natural disasters and floods, affecting socio-economic development and people's lives.
In the initial stages of operating the two-level local government, some departments and divisions have a large workload but lack staff; the professional capacity, administrative skills and digital transformation of some officials are still limited; the volume of documents and work increased sharply after the merger, causing pressure on the team of commune-level civil servants.

Many projects transferred from district to commune level are temporarily halting construction to complete procedures for handing over to investors; there is a lack of specific guidance on approval and project management authority. The general situation of communes is lacking offices, headquarters, equipment, vehicles; public housing for officials and civil servants, information technology infrastructure, public service software is not yet synchronized,...
Concluding the working session, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh - Head of Working Group No. 4 acknowledged and commended the efforts of the Party Committee, Government and people of the communes in operating the two-level government in the recent past; at the same time, shared the difficulties of the localities in the early stages of operating the two-level local government.
Vice Chairman of the Provincial People's Committee Phung Thanh Vinh requested the leaders of the communes to continue to strengthen leadership and direction in the work of building the Party and political system, developing the socio-economy, ensuring social security, national defense - security, and social order and safety in the area; doing well the political and ideological work, creating high consensus and unity in society, especially among cadres, party members and people in the area.
Organize the operation of the local government apparatus to ensure smooth and effective operation. At the same time, proactively study the regulations of the Central and the province to implement them locally.
To ensure smooth direction and management, localities need to closely coordinate with departments and branches to promptly remove difficulties and resolve work within their authority. Deploy the development of a job position project of the Commune People's Committee to arrange and assign appropriate staff. Arrange, mobilize and assign staff within the commune in accordance with the number, expertise and ability to effectively promote the capacity and qualifications of staff.
Comrade Phung Thanh Vinh noted that communes need to review, focus on leadership and direction to effectively implement programs and plans for local socio-economic development, national defense and security in 2025.
Be proactive in natural disaster prevention and control and strictly implement the "4 on-the-spot" measures in natural disaster prevention, control, rescue and relief. In particular, communes need to proactively relocate households at high risk of landslides; speed up resettlement progress so that people can soon stabilize their lives.
