Press release on the socio-economic, defense and security situation of Nghe An province in 2025

1. Results achieved by 2025

1.1. Economic field:

- The growth rate of gross regional domestic product (GRDP) in 2025 is estimated at about 9.3-9.54 %. (Official figures will be updated when the General Statistics Office announces on December 1, 2025). Of which, agriculture, forestry and fishery are estimated to increase by 4.06%; industry and construction are estimated to increase by 14.53%; and services are estimated to increase by 8.41%.

- State budget revenue achieved outstanding results, estimated at VND 26,085 billion, reaching 147.2% of the estimate, equal to 102% of the 2024 implementation (ranked 17th in the country, 2nd in the North Central region); of which, domestic revenue is estimated at VND 24,225 billion, reaching 151.3% of the estimate, equal to 102.1% compared to the 2024 implementation. Budget expenditure is estimated at VND 45,957 billion, equal to 109.4% of the estimate.

- Agricultural, forestry and fishery production maintained stable growth. Total grain output is estimated at over 1.2 million tons. Livestock production continues to remain stable. The area of newly planted forests is estimated at 22,000 hectares . Total aquatic product output is estimated at 282,000 tons, reaching 104.8% of the plan. Localities actively implement the new rural construction plan ( as of July 1, 2025, the whole province has: 275/362 communes meet the new rural standards, accounting for 75.96%; 102/275 communes meet the advanced new rural standards (accounting for 37.09% of new rural communes); 16/275 communes meet the model new rural standards (accounting for 5.82% of new rural communes; 10 district-level units complete the tasks/meet the new rural standards; 01 district meets the advanced new rural standards) .

- Industrial production development index is estimated to increase by 17 % over the same period. Total retail sales of goods are estimated at 125,000 billion VND, up 5.23% over the same period . Total export turnover is estimated at 4,400 million USD, up 38.72%. Total number of tourists is estimated at 9.9 million, tourism service revenue is estimated at 11,900 billion VND, up 8.18% over the same period.

Currently, in the province, there are 06 social housing projects and works under construction with a total of 2,292 units. It is expected that by the end of 2025, Nghe An province will exceed the target of 1,420 social housing units assigned in Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister .

- Investment attraction results: As of November 20, 2025, the whole province has newly granted (approved investment policy/issued investment registration certificates) to 77 projects, adjusted 182 projects. The total newly granted and adjusted capital is 40,274.7 billion VND, of which the expected foreign direct investment (FDI) attraction for the whole year is 1 billion USD. 2,810 new enterprises were established, an increase of 43.14%.

- Continue to direct the implementation of solutions to accelerate the disbursement of public investment capital in 2024; as of November 20, 2025, the total public investment plan has disbursed VND 4,845,562 billion, reaching 44.71% of the total plan and 53.79% of the detailed plan assigned at the beginning of the year.

1.2. Cultural field - society:

- Cultural and sports activities are given attention, meeting people's needs; successfully organizing many activities, events and major celebrations.

- Organize medical examination and treatment well, ensure good disease prevention and food hygiene and safety.

- Ensure conditions for teaching and learning. Continue to maintain key educational achievements; is the locality ranked first in the country in terms of high school graduation exam results, many students achieved high results in national, regional and international excellent student exams.

- Taking care of social security work, ensuring people's lives; labor and employment work. It is estimated that by 2025, the whole province will create jobs for over 49,000 people, reaching 106.52% of the plan. Timely and effectively implementing policies and regimes for people with meritorious services, the poor, and workers. The program to mobilize and support the construction and repair of houses for the poor and those with housing difficulties has been vigorously implemented, completing the goal of eliminating 20,802 temporary and dilapidated houses, reaching 100% of the review needs. Timely overcoming the consequences of natural disasters and storms and supporting and helping people affected by natural disasters.

1.3. State management, administrative reform , digital transformation :

- Complete many key tasks:

+ Direct and advise on timely implementation of 07 strategic resolutions of the Politburo.

+ The work of reviewing, arranging, and streamlining the apparatus and local government at two levels has been vigorously implemented, ensuring progress, requirements, and directions from the Central Government. After the arrangement, the whole province still has 14 specialized agencies under the Provincial People's Committee (reduced by 06 agencies) and 130 commune-level administrative units (reduced by 282 units). At the same time, review, develop, and promptly promulgate regulations, rules, and coordination mechanisms; fully prepare conditions for the two-level local government system to officially operate from July 1, 2025. Organize an online conference to assess the situation after more than 01 month of implementing the 2-level local government model; establish 04 working groups to direct and remove difficulties and obstacles in implementing the 2-level local government model in the province .

+ Continue to promote administrative procedure reform at all levels in the direction of simplicity, convenience, and transparency with the criteria of "3 increases, 2 decreases, 2 no's".

+ Successfully organize the Patriotic Emulation Congress of Nghe An province - 2025, commend and honor typical advanced examples, the most outstanding and outstanding factors in the patriotic emulation movement in the period 2020 - 2025.

- Continue to direct the implementation of the digital transformation plan for 2025; direct departments, branches and localities to vigorously implement Project No. 06/CP of the Government (Nghe An is one of the typical localities commended by the Prime Minister for its good and creative ways of doing things).

1.4. National defense, security and social order and safety are ensured. Foreign affairs activities are vibrant and achieve many positive results. Good implementation of public reception, complaint and denunciation settlement.

2. Tasks and solutions in the coming time

2.1. Focus on completing plans and action programs to implement the Resolution of the 20th Provincial Party Congress, term 2025-2030. Continue to effectively implement and ensure the progress of assigned tasks in the province's action plans and programs to implement 07 strategic Resolutions of the Politburo . Effectively implement action programs and plans to implement Resolution No. 39-NQ/TW of the Politburo; Resolutions of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.

2.2. Continue to focus on overcoming and resolving difficulties and problems in the process of operating the two-level local government to ensure smoothness and efficiency ; improve the quality and capacity of the staff, civil servants, and commune-level officials, especially those working in professional and technical fields; strengthen training, support, and guidance at the commune level; arrange and organize headquarters, public assets, and equipment; continue to review and implement plans to convert the functions and purposes of unused headquarters after the merger. Strengthen the implementation of laws on decentralization, delegation of power, and division of authority when operating the two-level local government.

2.3. Continue to prioritize promoting economic growth on the basis of consolidating and renewing traditional growth drivers, while strongly promoting new growth drivers.

2.4. Strongly and substantially improve the investment and business environment ; Correcting discipline, enhancing responsibility, overcoming limitations, creating a favorable investment and business environment for enterprises. Focusing on reviewing difficulties and obstacles of enterprises and investment projects in the province; advising on solutions to remove and handle them thoroughly according to authority, procedures and regulations to strongly promote production, business and private investment activities. Strengthening support, coordination, urging to speed up the completion of procedures to implement key projects .

2.5. Resolutely, promptly and effectively deploy solutions to promote the disbursement of public investment capital, especially key projects of the province and national target programs. Strengthen measures to manage revenue, prevent revenue loss, and recover outstanding debts. Focus on proactive budget expenditure management . Strengthen inspection, examination, supervision and transparency in the use of the state budget and public assets.

2.6. Take care of cultural and social fields, implement social security policies well, improve people's lives. Proactively develop effective response plans to possible epidemics; improve the quality of people's health care. Improve the quality of education and training to make a breakthrough in human resource development, especially high-quality human resources. Promote the connection between supply and demand, solve employment for workers. Develop culture, physical education and sports; propagate and guide the organization of major holidays. Timely deploy activities to celebrate the Party and Spring, ensuring that people celebrate the Year of the Horse happily, safely and economically.

2.7. Strengthen the effectiveness and efficiency of state management, comprehensively review mechanisms and policies, especially promptly deploy newly issued laws and legal documents. Promote administrative reform , digital transformation, effectively implement Project 06 of the Government. Continue to arrange the organizational apparatus of agencies and units in the direction of streamlining, effectiveness and efficiency associated with implementing the project on job positions, streamlining the payroll and restructuring the team of cadres, civil servants and public employees . Prepare for the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.

2.8. Ensure national defense, security, social order and safety. Strengthen activities to fight and prevent crime; resolutely deploy solutions to ensure traffic order and safety, fire and explosion prevention. Strengthen the prevention and fight against corruption and negativity. Strengthen and improve the effectiveness of inspection, examination, citizen reception, complaint and denunciation settlement; strengthen the prevention and fight against corruption, practice thrift and combat waste.

2.9. Continue to improve the effectiveness of foreign affairs and development cooperation. Promote information and communication, create social consensus , strive to fulfill the goals and tasks of 2025, contributing to the successful implementation of the Resolution of the 20th Provincial Party Congress.
