On the morning of September 17, the provincial working group No. 4, headed by Ms. Vu Thi Hien Hanh - Vice Chairman of the Provincial People's Committee, had a working session with the communes of Khao Mang, Mu Cang Chai, Pung Luong, Che Tao, Nam Co, Lao Chai (belonging to the old Mu Cang Chai district) to assess the implementation of the medium-term public investment plan for the period 2021 - 2025; review the list of proposals for implementing the medium-term public investment plan for the period 2026 - 2030.

Also attending the meeting were leaders of a number of provincial departments, branches and sectors and leaders of the People's Committees of communes in the old Mu Cang Chai district.

At the working session, leaders of Khao Mang, Mu Cang Chai, Pung Luong, Che Tao, Nam Co, and Lao Chai communes presented a general report on the implementation results of the medium-term public investment plan for the period 2021 - 2025, and proposed a list of public investment projects for the period 2026 - 2030.

In the period of 2021 - 2025, Khao Mang commune will implement 37 projects, of which 11 projects are invested by the commune. The total capital plan assigned is 241 billion VND; 187 billion VND has been disbursed from the central, provincial and district budgets, reaching 77.6% of the plan. Particularly, projects invested by the commune have disbursed 6.1 billion VND, equivalent to 99.8% of the plan.

Che Tao Commune has implemented 23 projects and items on infrastructure and rural roads with a total investment of 70.7 billion VND (of which, the State budget capital is 66 billion VND, the contribution of organizations and individuals is 4.5 billion VND and the socialized source from the people is 8.6 billion VND). Up to now, the commune has invested in building internal roads with a total cost of 55.8 billion VND; concretizing 2 irrigation works with 7.2 billion VND; building 3 new kindergartens (Hang Tay, Ta Dong, Ke Ca villages) with 4.5 billion VND; building a kindergarten in Che Tao village worth 11 billion VND; building the commune police headquarters and the commune military command office with a total capital of 2.5 billion VND.

Pung Luong Commune has implemented 5 projects under the Rural Transport Project with a total planned capital of 8.8 billion VND. Up to now, 4.8 billion VND has been disbursed, of which the State supported 5.4 billion VND and the People contributed 4.4 billion VND.
Mu Cang Chai commune has completed 68/73 projects, with a total planned capital of 409.4 billion VND. The completion rate of socio -economic targets mainly through public investment projects reached 93.15%.

Nam Co Commune has implemented 20 projects in many fields: traffic infrastructure, irrigation, education (of which, 5 projects are invested by the commune, 15 projects are invested by the Construction Investment Project Management Board). The total allocated capital is 93,647 billion VND (of which, the central budget is 35,630 billion VND, the provincial budget is 43,809 billion VND, the district budget is 9,708 billion VND, other capital is 4.5 billion VND). The disbursement result of the projects up to May 31, 2025 is 69,711 billion VND (of which, the central budget is 32,260 billion VND, the provincial budget is 27,148 billion VND, the district budget is 6,363 billion VND, other capital is 2,967 billion VND).

Lao Chai Commune has implemented 11 projects under the Rural Transport Project. The total capital plan assigned is 22 billion VND. Up to now, 22 billion VND has been disbursed, of which: State support 16 billion VND; People contributed 6 billion VND.

Discussing at the working session, delegates gave opinions and specific proposals on the implementation of works and projects according to the medium-term public investment plan for the period 2021 - 2025. At the same time, they proposed a list of public investment projects for the period 2026 - 2030, including many fields: planning, administrative management, rural agriculture, health, electricity, education, transportation, domestic water...

Khao Mang Commune proposed to build a new office for the Commune People's Committee; upgrade and expand the roadbed from Hang Bla Ha B village to Hang Bla Ha A village; repair sewers, ditches, and road surface to Hang De Dai village; build a new community cultural house in Hang Bla Ha A village...

Mu Cang Chai commune proposed to build power lines to the villages of Hang Phu Loa, Thao Chua Chai, and Sang Nhu; implement projects to build a number of irrigation works and roads in some villages; upgrade and build new schools.

Nam Co Commune proposed to invest in building a number of traffic routes to Hang Co, Ta Chi Cao, Da Den villages; upgrade and build new irrigation clusters in the commune...

Che Tao Commune proposed to build a patient treatment area and a kitchen for the Health Station; invest in building a working office and a public house for the Commune Police; build public houses for commune officials and civil servants; build community cultural houses in some villages and build roads to some villages.

Lao Chai Commune proposed to build a number of inter-village roads, small irrigation works, domestic water supply works, schools, medical stations, and community cultural houses.

Speaking at the working session, Ms. Vu Thi Hien Hanh - Vice Chairman of the Provincial People's Committee requested that the People's Committees of communes continue to coordinate with relevant agencies and units to inspect and review public investment portfolios to ensure compliance with the provincial planning, construction planning and relevant sectoral and field planning; implement projects in order of priority to ensure compliance with local conditions.
