Deputy director asked not to accept the responsibility of being in charge of the Central Highlands hospital

(Dan Tri) - Assigned to be in charge of the Central Highlands General Hospital, the Deputy Director of this hospital has submitted a request to not accept the task of managing the hospital to focus on professional activities.

On October 15, according to Dan Tri reporter, the People's Committee of Dak Lak province held a meeting to review the operations of the Central Highlands General Hospital.

Previously, on October 3, Mr. Nguyen Dang Giap, Director of the Central Highlands General Hospital, was prosecuted and temporarily detained to investigate the crime of Lack of responsibility causing serious consequences related to the incident of a broken lithotripsy machine but still declared lithotripsy for 255 patients.

On October 4, the Dak Lak Department of Health assigned Mr. Nguyen Ngoc Thinh, Deputy Director of the Central Highlands General Hospital, to manage the hospital to ensure the hospital's work is resolved while waiting for new instructions from competent authorities.

However, on October 8, Mr. Nguyen Ngoc Thinh submitted a request to not accept the position of being in charge of the Central Highlands General Hospital.

Therefore, Dak Lak Department of Health has submitted a document to competent authorities requesting permission to assign responsibility for the Central Highlands General Hospital.

After reviewing, the collective leadership of the Department of Health proposed Mr. Nguyen Huu Vu Quang, Deputy Director of the Department of Health, as the most suitable person to take on the responsibility of being in charge of the Central Highlands General Hospital.

However, according to Decree 150 of the Government, it is stipulated that: "Deputy Director of the Department shall not concurrently hold the position of head of an organization or unit under or directly under the Department, except in cases where the law provides otherwise."

According to the Dak Lak Department of Health, with the current difficult situation of the health sector's human resources, it is difficult to arrange other personnel to be in charge of and operate the Central Highlands General Hospital; temporarily assigning tasks to Mr. Quang is a necessary and appropriate solution to ensure organizational stability and maintain all professional and technical activities of the hospital.

Therefore, Dak Lak Department of Health proposed that competent authorities consider and assign Mr. Nguyen Huu Vu Quang to be in charge of and operate the Central Highlands General Hospital until further instructions.

Talking about the reason for refusing to manage the hospital's operations, Mr. Nguyen Ngoc Thinh said that he personally wanted to focus on directing the hospital's professional activities well.

"In my opinion, when taking on a task, you need to know whether you have the capacity or not. The current backlog at the hospital is beyond my ability and only the Department of Health can resolve and handle it," Mr. Thinh said frankly.

Regarding the opinion of the Dak Lak Provincial People's Committee on the proposed policy of the Department of Health to assign responsibility and management of the Central Highlands General Hospital, a leader of the Dak Lak Provincial People's Committee Office said that he would review the information and discuss it specifically with the press.

As reported by Dan Tri , the Investigation Police Agency, Dak Lak Provincial Police have prosecuted and temporarily detained Mr. Nguyen Ngoc Hoang, former Head of the Department of Surgery - Nephrology and Urology, and Mr. Bui Ngoc Duc, former Head of the Department of Surgery - Anesthesia - Resuscitation, Tay Nguyen General Hospital, for the crime of "Abusing position and power while performing official duties".

Mr. Nguyen Dang Giap, former Director of the Central Highlands General Hospital, was prosecuted and temporarily detained for the crime of Lack of responsibility causing serious consequences.

Initial investigation results determined that while the laser lithotripsy machine was broken and unusable, the Central Highlands General Hospital still performed endoscopic lithotripsy procedures against the procedure for 255 people.

Of which, 235 health insurance cases were paid more than 273 million VND by Dak Lak Provincial Social Insurance, patients co-paid more than 33 million VND and 20 non-insurance cases, patients self-paid nearly 26 million VND.

The Central Highlands General Hospital has paid for surgery and procedures for 255 cases totaling more than 60 million VND.

This serious incident was determined by the investigation agency to have caused damage to the health insurance fund, patients’ assets, and seriously affected the reputation of the Central Highlands General Hospital. This behavior also affected the rights and health of patients, causing negative reactions in public opinion.
