Deputy Prime Minister directs to speed up 'unblocking' wind and solar power projects

On May 18, information from the Government Office said that the Government Office issued Notice No. 182/TB-VPCP dated May 17 on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on the implementation of the conclusion of the Government leaders regarding the negotiation of electricity prices for wind power and solar power projects that have completed investment and construction but have not yet been put into operation.

Deputy Prime Minister Tran Hong Ha requested to speed up the progress of granting electricity operation licenses for completed investment projects.

According to the announced conclusion, in order to achieve the goal of sustainable development, the Government has been implementing necessary solutions to transform the national energy, including policies to encourage investment and development of renewable energy.

In recent times, many wind and solar power plants have been invested in and put into use, supplementing important power sources to contribute to the goal of ensuring national energy security and developing the country's socio-economy. However, during the implementation process, it was found that many projects have been invested in by enterprises but have not been put into use, causing a waste of social resources.

To promptly remedy this situation, Deputy Prime Minister Tran Hong Ha requested the Ministry of Industry and Trade to urgently amend and supplement Circular No. 15/2022/TT-BCT dated October 3, 2022, Decision No. 21/QD-BCT dated January 7, 2023 in accordance with the correct processes, procedures and regulations. At the same time, the Ministry of Industry and Trade directed agencies to speed up the progress of granting electricity operation licenses for completed projects.

Under the direction of Deputy Prime Minister Tran Hong Ha, for projects that have completed investment and construction work and completed legal documents according to regulations, the Ministry of Industry and Trade will urgently issue a document before May 20, directing EVN to negotiate with investors on temporary prices and operate electricity generation on the grid. After negotiations are completed and prices are agreed upon, payments will be made according to the official price from the date of transmission to the grid.

For projects that are not yet qualified for operation and still have legal procedures, the Ministry of Industry and Trade and localities where there are transitional power projects must urgently guide businesses to complete the required procedures and documents.

For transitional projects that have completed investment procedures and are included in the adjusted Power Plan 7 but have expired, the Ministry of Industry and Trade shall issue documents guiding enterprises and localities where the projects are located to comply with the provisions of law on planning, Resolution No. 61/2022/QH15 dated June 16, 2022 of the National Assembly and other relevant regulations.

Also according to this conclusion, Deputy Prime Minister Tran Hong Ha requested the Ministry of Planning and Investment to urgently issue a document before May 25 to guide the People's Committees of provinces and cities to review and decide on adjusting investment policies for transitional projects with implementation time exceeding 24 months compared to the time limit specified in the first investment policy approval certificate in accordance with regulations.

Three wind power plants have been granted operating licenses.

According to Vietnam Electricity Group, as of May 10, 31/85 transitional solar and wind power plants with a total capacity of 1,956.8 MW that have not yet been put into commercial operation have submitted documents for negotiating power purchase with EVN. Of these, 2 plants have had their prices temporarily approved by EVN, including Nam Binh 1 Wind Power Plant and Vien An Wind Power Plant.

In addition, 15 projects have completed their documents and are negotiating electricity prices with EVN; 11 projects have not yet submitted complete documents and need to clarify some issues related to the project's legality; 5 new projects have submitted documents and are being reviewed by EVN.

Also according to EVN, 16 investors have proposed applying temporary prices during the negotiation period. Of which, 6 power plants have met and agreed on temporary electricity prices with EVN including: Nam Binh 1 Wind Power Plant, Vien An Wind Power Plant, Hung Hai Gia Lai Wind Power Plant, Phu My 1 Solar Wind Power Plant, Phu My 3 Solar Power Plant and Hanbaram Wind Power Plant.

However, according to the Electricity Law, power projects can only be put into operation when they have been granted a power operation license. According to information from the Ministry of Industry and Trade, up to now, 13/85 transitional energy plants (accounting for about 15%) have been granted power operation licenses. Of the 6 power plants that have agreed on temporary prices with EVN, only 3 wind power plants: Nam Binh 1, Hung Hai Gia Lai, Habaram have been granted power operation licenses.
