The delegation included leaders of ministries and agencies: Education and Training, Central Propaganda and Mass Mobilization Commission, Public Security, Health, Culture, Sports and Tourism, Central Committee of Ho Chi Minh Communist Youth Union, Government Office and leaders of Hai Phong City.
The Deputy Prime Minister went to inspect at the exact time when candidates arrived at the exam site to complete procedures for the 2025 High School Graduation Exam.

On the day of the exam registration procedure, candidates will be informed about the exam regulations, have their personal information checked to promptly detect errors and report them to the examination council for intervention and correction before the exam officially takes place tomorrow, June 26.
Mr. Hoang Minh Cuong, Vice Chairman of Hai Phong City People's Committee, said that the city has organized 49 testing sites with 29,227 candidates taking the exam. Of these, 48 testing sites are for students taking the 2018 GeneralEducation Program and 1 testing site is for candidates taking the 2006 General Education Program.
According to Mr. Hoang Minh Cuong, the exam will take place before July 1st, so the district level still has to organize this task well, "taking responsibility until the end when the exam is finished". Up to now, Hai Phong's preparations are on schedule. This afternoon, the exam papers were completed.
Deputy Minister of Health Nguyen Thi Lien Huong assessed that the examination site has prepared medical equipment and medicines. The Deputy Minister requested the medical department to arrange beds, add anti-shock boxes, infusions, and signs to the medical room. It is necessary to arrange a backup examination room in case a candidate is found to be infected with COVID-19.

Deputy Minister of Education and Training Pham Ngoc Thuong highly appreciated Hai Phong's preparations.
Mr. Pham Ngoc Thuong said that Hai Phong and other localities with arrangements and mergers must change status faster. We must fulfill our responsibilities for the sake of students. The Deputy Minister of Education and Training emphasized the principles of 4 rights, 3 no's and 2 upholds, which will be applied in the 2025 High School Graduation Exam, especially in inspection and examination work.
Specifically: "4 rights" are following regulations, procedures, positions and timing; "3 no's" are not being negligent, not being overly stressed, and not handling situations on your own; "2 upholds" are the sense of responsibility and professional qualifications of staff, and the self-awareness of candidates.

Appreciating the comments, Deputy Prime Minister Le Thanh Long said that the high school graduation exam is of interest to the whole society.
This year's exam is quite special, one of the most special features is that it takes place in the context of a state transition, from a 3-level local government to a 2-level one. This more or less affects the psychology of the staff, raising the issue of designing scenarios and programs to ensure quality like previous years.
The examination phase takes place when there is a 3-level government, while the grading and announcement phase takes place at the 2-level government. Therefore, the Deputy Prime Minister emphasized that the ultimate responsibility of agencies, organizations and each individual in the 3-level government system is being maintained until July 1.

"Whose responsibility is it, how is it assigned, who should we call when there is an incident, there should not be any gaps in responsibility for any work or area. When there is an incident, there must be management, supervision and accountability," the Deputy Prime Minister stated. "Whatever we do, we must also ensure the atmosphere and environment with a sense of responsibility so that students can do their best, confidently and honestly."
According to the Deputy Prime Minister, this exam is a test for cadres and party members in terms of their sense of responsibility, trying to complete well to contribute to creating momentum for the transition from 3-level local government to 2-level in carrying out many other important and urgent tasks.
"We should all join hands to promote a high sense of responsibility, be proactive, and strive to ensure that the exam takes place safely and effectively, without any incidents," said the Deputy Prime Minister.
On this occasion, the Deputy Prime Minister wished the candidates to be calm, confident, and achieve the highest results in the exam.
