This afternoon, June 25, within the framework of the 7th session of the 15th National Assembly, National Assembly deputies had a group discussion on the content of salary reform and adjustment and solutions to remove difficulties for Vietnam Airlines Corporation. Deputy Head of the Quang Tri Provincial National Assembly Delegation Hoang Duc Thang participated in the discussion.

Speaking at the discussion session, Deputy Head of the Quang Tri Provincial National Assembly Delegation Hoang Duc Thang shared that the Government aims to comprehensively implement the wage policy according to Resolution 27-NQ/TW of the Central Committee from July 1. The delegate said that up to now, the factors that are sufficient to implement this policy have not really been ensured, so stopping wage reform is a difficult decision, which will more or less affect people's trust. The delegate said that it is better to suffer this impact than to make a decision that will bring about consequences later, which are difficult to overcome, and called this the "courage and wisdom" of the Government when deciding not to pursue a goal that does not have enough scientific basis and practical theory. The delegate supported the above action of the Government.

The delegate said that the implementation of 2/6 of the salary reform contents was not complete and full and wondered whether the salary reform criteria had been achieved or not?

Regarding the adjustment of the basic salary to increase by 30%, it creates excitement for civil servants, public employees and workers, but for pensioners, the increase is only 15%, especially for those who retired before 1995, the increase is very low.

The delegate assessed that: the purpose of pension adjustment is to ensure a balanced, harmonious and equal correlation. It is easy to see that this pension adjustment does not ensure fairness because those with income difficulties only receive a 15% increase. The delegate requested the Government to fully and convincingly explain the 15% increase and said that if not, this policy will create disagreement among the people, and it will be very difficult to explain the above reason to voters who are retirees.

Regarding the adjustment time, the delegates suggested that the Government should give a reason for the state-owned enterprise sector to implement salary adjustment on January 1, 2025. The delegates did not agree with the Government's explanation that the regulation on the time of implementation of the increase adjustment of the state-owned enterprise sector is consistent with the planning year and suggested that the Government should consider and calculate the synchronization when implementing the salary adjustment policy.

The delegate suggested that the social insurance subsidy regime and preferential subsidies for people with revolutionary contributions should be separated from the salary reform policy because this is a social security policy with a different nature from the social insurance policy based on the "contribution-benefit" principle of the salary policy to ensure the consistency and unity of salary reform, creating consensus among the people.

Regarding solutions to overcome difficulties for Vietnam Airlines Corporation, delegates suggested that the National Assembly and the Government must evaluate and compare the operational capacity of Vietnam Airlines Corporation with that of non-state enterprises operating in the aviation sector to clarify the fact that the State has repeatedly "rescued" Vietnam Airlines Corporation in order to limit the situation of waiting and relying on the State's solutions to overcome difficulties. It is necessary to create equality between state-owned enterprises and other enterprises operating in the same field.
