Promote propaganda and emulation activities to celebrate major holidays of the country, the Army, the locality and activities of the provincial armed forces. Advise the Provincial Military Party Committee to direct the organization of grassroots Party Congresses and successfully organize the 9th Provincial Military Party Congress, term 2025 - 2030. Carry out Party and political work in tasks, focusing on training, combat readiness, competitions, sports, etc.; Develop and deploy personnel plans according to the new staffing schedule in the provincial military (when there is a decision from the superior) to ensure structure, quantity and quality; focus on the contingent of cadres in charge at all levels and cadres in combat-ready units, border and island areas.

Advise the Provincial People's Committee to effectively implement the Project "The Army participates in propagating and mobilizing ethnic minorities to actively fight to defeat the plots and tricks of hostile forces to divide the great national unity bloc in the new situation". Direct localities and units to continue reviewing pending records according to the Prime Minister's Decisions; well implement policies for people with meritorious services.
