Phu Huu Commune, Dong Thap Province was established on the basis of merging 4 communes and towns including: An Nhon, Phu Huu, An Phu Thuan, An Hiep and Cai Tau Ha town, with an area of over 71 km² and a population of over 68,000 people. However, after the merger, the locality faced great pressure when the demand for converting personal identification documents increased dramatically. Notably, the limited IT skills of the people created a significant barrier in the process of carrying out online administrative procedures.

In order to help people overcome the above "bottleneck", the People's Committee of Phu Huu commune has put into operation the model of "3 supports, 2 priorities" at the Public Administration Service Center. Accordingly, instead of letting people manage on their own, the commune has mobilized a team of civil servants and union members, and youth to directly carry out 3 groups of tasks: Support free document photocopying, guide the installation of electronic identification (VNeID) and get queue numbers on behalf of people. In particular, the model gives absolute priority to people with disabilities and the elderly through the issuance of separate priority cards. This practical approach has initially brought about clear results, helping to shorten waiting time and simplify procedures for people and businesses.
At the Phu Huu Commune Public Administration Service Center during rush hour, although the number of people coming to transact was quite large, the working atmosphere was still orderly and smooth. Thanks to the enthusiastic guidance of the team of union members and youths and the synchronous document processing process according to the 2-level government model, the situation of congestion or long waiting has been completely eliminated. Holding in her hand the birth certificate that had just been reissued after a short time, Ms. Nguyen Ngoc Dung excitedly said: "Thanks to the support of the youths, the paperwork process was much faster. This way of doing things in the commune is very good and needs to be maintained and promoted in the future."

Discussing practical effectiveness, Ms. Nguyen Thi Ngoc Tieu, Deputy Director of Phu Huu Commune Public Administration Service Center affirmed: “The model of “3 supports, 2 priorities” has maximized the vanguard spirit of the commune cadres and union members and youth. Up to now, the model has directly supported 498 people and businesses to come to transact. The most impressive thing is that the satisfaction rate of people reached 99%. According to Ms. Tieu, this is the core motivation for Phu Huu to firmly adhere to the goal of building a friendly government, truly taking people as the center of service”.
Not only stopping at the model of "3 supports, 2 priorities", Phu Huu commune also proactively brings public services closer to the people through the model of "Receiving and returning results of administrative procedure settlement at hamlets". Accordingly, instead of having to go to the commune center, currently, people in some hamlets in the commune (at 5 key hamlets An Thanh 1, Phu Hung 2, An Phu, Phu My Luong, Tan Thanh 2) are now supported to submit documents online on the spot. "Since the implementation of administrative procedures here has been put into operation, paperwork has become much more convenient and faster. We no longer have to go far to the commune like before, but can submit documents right at the hamlet, saving time and effort...", Mr. Tran Van Son, Phu Hung 2 hamlet shared.
“Although we faced many initial difficulties in implementing the two-level local government, with the efforts to build an administration that serves the people, along with the quick adaptation to the new requirements of the staff and civil servants, the operation of the two-level local government apparatus has gradually become effective and efficient. This is an important foundation for us to build a friendly government, close to the people and serve the people better in the coming time” - said Ms. Nguyen Thi Ngoc Tieu, Deputy Director of the Phu Huu Commune Public Administration Service Center.
