For the past three years, Lien Son High School (Lien Hoa Commune) has had to post more than 20 warning signs of danger because many items could collapse at any time. Teachers and students teach in a state of constant fear.
Lien Son High School has achieved many outstanding achievements in teaching and learning, but the physical facilities here have degraded at an alarming rate.
The three rows of classrooms and the administration building were built between 1980 and 1990 and have never been significantly renovated. The corrugated iron roof is rotten, leaky, and leaky; the plaster on the ceiling and walls is peeling; the tile floors are discolored and cracked; the railings and handrails on the stairs are rotten and broken; the wooden doors are termite-infested and warped, unable to protect against wind and rain.

The entire wooden door and window system is termite-infested, warped and cannot be closed, allowing rain and wind to enter the classroom. The electrical system and electrical equipment are damaged and often short-circuit and burn. About 90% of the school's surrounding walls, built with lime mortar long ago, are now cracked and could collapse at any time, posing a danger to students and residents.

The outdoor sports field is flooded. The planned land area for expansion is still vacant and has not been leveled, posing a risk of re-encroachment. Principal Ha Trong Binh is worried: This situation not only seriously affects the quality of teaching and learning but also puts the lives of teachers and students at risk.
Kim Ngoc High School (Vinh Yen Ward) also had to post warning signs and stretch ropes to prevent students from accessing Dormitory A1; Dormitory A2 was not used due to serious degradation.

Most of the school's facilities were renovated for temporary use, such as the administration building built in 1999; the 7-room classroom building built in 1995. The schoolyard is bumpy and peeling, making it difficult to move around; the auditorium is degraded, leaky, and unsafe. The fence system surrounding the school is weak in many sections, and has collapsed in some sections, causing insecurity for students and nearby residents.
The library of Vinh Phuc High School for the Gifted suffered from rainwater seeping through the roof, causing large pieces of plaster to fall onto the floor, leaving large holes in the ceiling. Due to the roof design, water floods into the school’s hallways every time it rains.

Yen Lac High School, Nguyen Viet Xuan High School, Xuan Hoa High School… are also very degraded. After many years, they have only been given a small amount of funding for renovation, only one-tenth of the need for renovation and repair.
The above mentioned high schools are all located in Vinh Phuc province (old), now Phu Tho province. If they were regularly renovated and repaired, the condition of the schools would not be as bad as this.
The reason is that in the period 2020-2025, Vinh Phuc province (old) focused on funding the construction of modern schools such as Tran Phu High School (Vinh Yen ward) with a total investment of 323 billion VND, Vinh Tuong Middle School with a total investment of about 160 billion VND, To Hieu Middle School with a total investment of more than 195 billion VND.
This type of investment policy has caused the budget of Vinh Phuc province (old) to be exhausted. In addition, the provincial government apparatus is indifferent and irresponsible towards the facilities of high schools, and does not pay attention to the safety of teachers and students.
The school's Board of Directors has repeatedly sent reports on the state of facilities and made recommendations to competent authorities to consider and allocate funds to renovate and build new facilities to ensure safety for students, teachers and people living around the school area.
However, the provincial merger process has prolonged the suffering of these educational institutions. Although the 2025-2026 school year has begun, everything is still at a standstill. Teachers and students of the schools still have to teach and learn in the face of lurking danger.
Faced with the above situation, Phu Tho province needs to have a breakthrough in policies and methods; urgently establish an emergency public investment project for seriously degraded schools to protect the safety of teachers and students. This is a practical activity to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
