Phu Yen Online - Appeal hearing in the auction of 262 land plots

On June 20th, in Phu Yen, the High People's Court in Da Nang opened an appeal trial to hear the case of "violating regulations on the management and use of state assets causing losses and waste" that occurred during the auction of 262 plots of land for terraced houses in the South Tuy Hoa City Urban Area.

 

Previously, on October 19, 2022, the Phu Yen Provincial People's Court announced the first-instance verdict in the case of irregularities in the sale of these 262 land plots. The first-instance trial panel sentenced the defendants as follows: Nguyen Chi Hien, former Standing Vice Chairman of the Phu Yen Provincial People's Committee, to 6 years in prison; Mai Hac Loi, former Deputy Director of the Department of Justice, to 5 years in prison; Nguyen Ngoc Duy, former Deputy Director of the Provincial Tax Department, to 4 years in prison; Nguyen Thi No, former Deputy Director of the Department of Finance, to 3 years in prison but with a suspended sentence; Ngo Quang Phu, former Deputy Director of the Department of Natural Resources and Environment, received special leniency and was exempted from punishment.

 

Following the verdict, defendants Nguyen Chi Hien, Mai Hac Loi, and Nguyen Ngoc Duy appealed, requesting a review of the sentences handed down by the Phu Yen Provincial People's Court.

 

To date, all three men have fully compensated for the damages as ordered by the first-instance court. Mr. Hien has paid 2 billion VND, while Mr. Duy and Mr. Loi have each paid 600 million VND. All three have good personal records. Therefore, the appellate court reduced their sentences. Specifically, defendant Hien's sentence was reduced to 3 years, defendant Duy's to 2 years and 6 months, and defendant Loi's to 2 years.
