The Office of the Ho Chi Minh City People's Committee has just sent a document to the Department of Construction, the Department of Agriculture and Environment, and related wards and units to coordinate with the investor to resolve site clearance and the possibility of temporarily borrowing land in some locations to serve the construction of the Ho Chi Minh City - Long Thanh expressway expansion project.
Previously, Vietnam Expressway Corporation (VEC) sent a plan and sought opinions from Dong Nai Provincial People's Committee, Ho Chi Minh City People's Committee and wards and communes where the Ho Chi Minh City - Long Thanh Expressway expansion project passes through.
One of the factors that need to be clearly identified and has a decisive role in affecting project progress is ensuring the construction site to arrange construction solutions and construction site layout.
VEC has directed design consultants to review, research and propose solutions suitable to the current situation, context and meet the progress requirements of the project.
According to VEC, there are two feasible solutions being considered specifically. Option 1 is the main construction method using public roads along the route. To implement this option, it is necessary that localities carry out the work of counting and handing over the entire site to the project before November 15.
This option has the advantage of not using the exploited road section for construction, not affecting the exploitation process and ensuring traffic safety of the existing Ho Chi Minh City - Long Thanh - Dau Giay Expressway. However, this option depends entirely on the progress of site clearance and handover of the construction site for the project.
Option 2 is the main construction method using the emergency lane on the Ho Chi Minh City - Long Thanh - Dau Giay Expressway in operation. The plan is implemented at night, during off-peak hours, expected from 10pm to 5am to transport the girders.
According to VEC, this plan will be implemented when the site clearance work cannot hand over the site for the construction of the service road along the route for the project before November 15.
The disadvantage of this solution is that it is limited by the contractor's construction time frame, affecting the exploitation process from 10pm the previous day to 5am the next day on the highway in operation.
In addition to the above options, the project also needs to deploy some public road locations, construction sites, and temporarily borrow land in the surrounding area to ensure enough area for arrangement. Therefore, based on the research results and detailed reports of the consultant, VEC has proposed that Ho Chi Minh City and Dong Nai province, wards and communes where the project passes through support opinions on the above contents.
The project to expand the Ho Chi Minh City - Long Thanh Expressway to 8-10 lanes will help clear the road from Ho Chi Minh City to Long Thanh airport. This is also a project implemented in the form of emergency works.
At the groundbreaking ceremony on August 19, VEC said it would make every effort and determination to complete the project in 2026, meeting the schedule and ensuring quality to connect synchronously and effectively with Long Thanh airport. As for Long Thanh bridge, the main bridge is expected to be completed in December 2026, and the remaining items will be completed in the first quarter of 2027.
