Dinh Cong Ward: Efforts to complete land acquisition and clearance, soon ending the "road of suffering" Nguyen Canh Di

HNP - The Bac Dai Kim New Urban Area Extension Project is one of the key projects in the South of Hanoi. Although it was assigned in 2001, the project's technical infrastructure has not yet been completed, especially the extended Nguyen Canh Di Street - a section only 600m long. On July 7, 2025, the Office of the Hanoi People's Committee issued Document No. 10357/VP-DT, requesting the investor to coordinate with the People's Committee of Dinh Cong Ward to urgently complete procedures to implement infrastructure construction, especially the extended Nguyen Canh Di Street.

Nguyen Canh Di Street has long been known as "the road of suffering".

On January 6, 2001, the Hanoi People's Committee assigned Hanoi Housing and Urban Development Joint Stock Company (HANHUD) to be the investor in building the technical infrastructure of the North and Northwest of the Bac Dai Kim New Urban Area, Thanh Tri District (old). The Bac Dai Kim New Urban Area Expansion Project is one of the key projects of Hanoi City to develop technical infrastructure and improve the quality of urban life.

The project covers an area of ​​11 hectares but has up to 9 investors and the inability to find a common voice in contributing capital, at the same time the site clearance work is facing difficulties, causing the project to "stand still" for 24 years and the last 600m of Nguyen Canh Di street has become the "road of suffering" of Dinh Cong ward for more than 10 years now.

Faced with that situation, on July 7, 2025, the Office of the Hanoi People's Committee issued Document No. 10357/VP-DT conveying the opinion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan allowing HANHUD to study and locally adjust the detailed planning at a scale of 1/500, and at the same time directing the investor to proactively coordinate with the People's Committee of Dinh Cong Ward to urgently complete procedures to deploy infrastructure construction, especially the extended Nguyen Canh Di Street.

The degraded road and frequent congestion greatly affect traffic.

Chairman of Dinh Cong Ward People's Committee Nguyen Tuan Anh affirmed that the ward has completed the site clearance and handed over to HANHUD from the center of the route to the bank of Lu River with an area of ​​8,234m², serving the construction of the road to the new urban area of ​​Dai Kim - Dinh Cong.

The section from Dinh Cong bridge to the land boundary between Dai Doan Ket Newspaper and Thanh Binh Ha Noi Joint Stock Company (218.3m long) has paid compensation to 14 households. However, there are still 16 households with plans but have not received money and handed over the land, and 4 households have not yet made plans.

On October 5, 2025, the People's Committee of Dinh Cong Ward confirmed the current land use map to serve the adjustment of the detailed planning at a scale of 1/500. At the same time, the Compensation, Support and Resettlement Council was established to speed up the implementation of the overall project and the extended Nguyen Canh Di road.

Chairman of Dinh Cong Ward People's Committee Nguyen Tuan Anh affirmed to continue to closely coordinate with the investor to complete site clearance work, hand over land for construction according to the planning, contributing to promoting the development of urban infrastructure in the area.

People hope that the road will be completed soon, the infrastructure system will be improved, and the urban area will be clean and beautiful.

Following the direction of Vice Chairman of the City People's Committee Duong Duc Tuan in Document No. 10357/VP-DT, the Department of Planning and Architecture has issued documents specifying the directions.

Currently, HANHUD has signed a contract with Hanoi Cadastral Joint Stock Company to establish a current map, accurately determine the boundaries and remaining area of ​​the project after deducting the area assigned by the City People's Committee to secondary investors to implement according to separate projects. After the current map is signed and confirmed by the competent authorities and secondary investors, HANHUD will proceed to prepare a dossier to locally adjust the 1/500 scale detailed planning according to current regulations.

HANHUD General Director Nguyen Trung Hau affirmed that after receiving the handover of the site, the unit will focus on human resources and construction equipment to complete the extended Nguyen Canh Di road section in the shortest time.
