A new administrative unit of special significance
Tay Hoa Lu Ward was established on the basis of merging the entire natural area and population of Ninh Giang Ward, Truong Yen Commune, Ninh Hoa Commune (belonging to Hoa Lu City); Phuc Son Commune (belonging to Nho Quan District); Gia Sinh Commune and a part of an area of 0.45 km² with 563 people of Gia Tan Commune (belonging to Gia Vien District).
After the arrangement, Tay Hoa Lu ward has a natural area of 84.96 km², a population of nearly 47,000 people, becoming a large-scale administrative unit, converging many factors of geography, humanity, culture and history. Among the current wards of Ninh Binh province, Tay Hoa Lu is one of the wards with the largest area, far exceeding the average area of other wards which only fluctuates from 13 to 36 km². With the advantage of a large area, Tay Hoa Lu ward possesses outstanding development space, favorable for urban space planning, infrastructure arrangement, as well as conservation and exploitation of cultural and natural heritage values to serve sustainable socio -economic development.
This is the result of the Government's major policy of streamlining the management apparatus, rearranging commune-level administrative units to optimize resources, improve management efficiency and promote sustainable socio-economic development. In the context of Ninh Binh province merging with Ha Nam and Nam Dinh to form Ninh Binh province, the formation of Tay Hoa Lu ward shows a strategic step to exploit the potential and strengths of the core heritage area, creating a fulcrum for the development of millennium heritage urban areas and cultural industries.
According to Comrade Cao Truong Son, Provincial Party Committee member, Party Secretary of Tay Hoa Lu Ward, in the coming time, the ward will focus on stabilizing the organizational structure, perfecting the public administrative system to serve the people with the motto "taking people as the center of service". This is not only a slogan for action but also a clear political commitment to strengthen people's trust in the new government apparatus.
Along with that, the ward Party Committee is urgently preparing for the first ward Party Congress, term 2025-2030, building a comprehensive action program, promoting local advantages on the basis of the province's planning and in conjunction with the Ninh Binh Urban Development Planning approved by the Prime Minister. In that spirit, Tay Hoa Lu ward will carry out detailed planning of subdivisions, assess the potential and strengths of each region to develop in the right direction.
Cultural identity is the foundation of development
With the characteristics of merging many localities with rich historical and cultural traditions, Tay Hoa Lu ward possesses a multi-layered cultural foundation, which is the intersection of national cultural values, religions and heritages. This is an area that converges many historical relics, scenic spots and tangible and intangible heritages of national and international significance.
In particular, Truong Yen is an important location in the Hoa Lu Ancient Capital, where a system of relics associated with the Dinh - Tien Le dynasties and large-scale traditional festivals are preserved. Gia Sinh stands out with Bai Dinh Pagoda, one of the largest Buddhist centers in Vietnam, which is both a spiritual highlight and a nucleus for developing spiritual and ecological tourism. Ninh Hoa and Phuc Son play an important role in preserving indigenous cultural values, especially Muong culture with many traditional customs and festivals that are still preserved today. Many villages and hamlets in this area still preserve the traditional lifestyle typical of the ancient Trang An people.
The overall cultural space of Tay Hoa Lu ward is a continuous continuity between historical and modern values. This is not only a support for local identity but also a foundation for building a heritage city, where economic development is based on the effective exploitation of cultural heritage, nature and people. It is this cultural diversity and depth that gives Tay Hoa Lu a distinct advantage in planning a sustainable development and integration strategy.
In the new development orientation, Tay Hoa Lu ward clearly establishes the principle: Heritage conservation is not only a responsibility, but also a strategic foundation for creating the future. Every socio-economic policy puts heritage at the center, considering it an internal strength, a sustainable resource to build a modern urban area with cultural depth and a distinct identity. In urban planning, Tay Hoa Lu firmly aims to not trade landscape for development, but towards a harmonious development model, where history is respected, living space is enhanced and identity is preserved.
As affirmed by Comrade Cao Truong Son, Secretary of the Ward Party Committee: “Preserving heritage is not enough, we will revive those values by bringing them into every breath of contemporary life”. That is the political commitment, the development aspiration of a Tay Hoa Lu that is brave and confident in entering new opportunities, but also a message of action for the entire political system and local people: unanimous, determined, creative for a Tay Hoa Lu that develops harmoniously, has identity and is prosperous.
