Speaking at the opening of the Conference, Party Secretary and Chairman of the Ward People's Council Nguyen Duc Dung said: Currently, the ward's bottleneck is still land management, granting land use right certificates and urban management.

For issues under the authority of the City and the Central Government, the ward will make recommendations for adjustment as soon as possible.

"From July 1, the two-level local government model has officially come into operation. In order for people to enjoy the results of the first Resolution of the Vinh Hung Ward Party Committee, there must be specific products for people to see specific results, to see that the government is truly close to the people, all for the benefit of the people," emphasized Party Secretary Nguyen Duc Dung.

According to Chairman of the People's Committee of Pham Hai Binh Ward, the current status of urban management in the ward is still very difficult. Vinh Hung is the ward with the weakest infrastructure among the wards in Hoang Mai District in the past: No road has sidewalks. The drainage system is seriously degraded. Land encroachment and violations of construction order on public land and agricultural land have not been well managed. Many approved projects have not been implemented, causing difficulties in infrastructure and wasting resources. Due to planning problems, many households cannot renovate or repair their houses even though they are degraded. The work of issuing red books is also difficult due to planning problems and paperwork...

Since the two-level local government came into operation, the ward has reviewed and counted hundreds of construction works that violate construction order, are unlicensed, have been built without permits, and are built on public land and agricultural land to handle violations. This is a difficulty for both the people and state management.

In order to practically implement the direction of the Central, the City and the First Resolution of the Ward Party Committee, Vinh Hung Ward organized a Dialogue Conference with the desire not to be able to resolve all the difficulties and obstacles that the ward has reviewed and grasped, but to listen to the specific problems of each family, Head of the residential group, and people, thereby making recommendations to the Party Committee, the Ward People's Committee, and more importantly, giving advice to the Ward People's Committee in the work of managing construction order, urban civilization, environmental sanitation, and avoiding re-offending violations on public land, agricultural land, and planned land.

"Every Tuesday and Thursday, the ward will organize meetings with people and provide guidance on all areas related to urban order and land management. On Wednesday, it will receive and provide guidance on socio-cultural issues and will publicize all of these contents. In addition, the ward will create QR codes and publicize all processes and procedures for granting land use right certificates so that people know and prepare necessary procedures before coming to transact administrative procedures," said Chairman of the Ward People's Committee Pham Hai Binh.
