Reporting at the meeting, Mr. Nguyen Dac Vinh - Chairman of the National Assembly's Committee on Culture and Education , Deputy Head of the Standing Committee of the Supervisory Delegation, said that the Supervisory Delegation proposed the scope of supervision to focus on two basic groups of issues: human resource development, high-quality human resources; use of human resources, high-quality human resources. The scope of supervision is from 2021 to December 31, 2024 nationwide (from the 13th National Congress of the Party to present).
The subjects of supervision include: the Government; ministries including: the Ministry of Education and Training; the Ministry of Labor, War Invalids and Social Affairs; the Ministry of Home Affairs; the Ministry of Planning and Investment and a number of related ministries and branches: the Ministry of Finance ; the Ministry of Health; the Ministry of Science and Technology; the Ministry of Culture, Sports and Tourism; the Ministry of Agriculture and Rural Development; the Ministry of Industry and Trade; the Ministry of Information and Communications; the People's Committees of 63 provinces and centrally run cities; and related agencies and organizations.
The monitoring content focuses on four main contents: Evaluation of leadership, direction and institutionalization of the Party's guidelines into policies and laws on the development and use of human resources, high-quality human resources to meet the requirements of socio -economic development; evaluation of the current status of human resources, high-quality human resources; evaluation of achieved results, existing limitations, causes, lessons learned in the development and use of human resources, high-quality human resources; recommendations and solutions to continue to effectively carry out the task of developing and using human resources, high-quality human resources to meet the requirements of socio -economic development in the coming time.
In particular, the Monitoring Team organized working groups to conduct direct monitoring in 10 localities including: Bac Giang, Thai Nguyen, Hanoi, Hai Phong, Hai Duong, Dak Lak, Khanh Hoa, Ho Chi Minh City, Ba Ria-Vung Tau, Tra Vinh.
Speaking at the meeting, National Assembly Chairman Tran Thanh Man said that currently, countries that want to develop are all interested in the cause of education and training, the cause of science and technology is truly the top national policy. The National Assembly Chairman also pointed out that there is a lot of supervision, a lot of field trips, but in the end, the supervision product must make recommendations indicating which agencies and sectors have implemented and which have not implemented? Each member of the supervision team must be responsible, have a product to participate in contributing their opinions and proposals, especially their views on the supervision conclusion.
On the same day, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations.
Examining the draft Law, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy said that the Standing Committee of the Committee basically agrees with the amendment of regulations on conformity assessment activities to meet the requirements of transparency in the implementation of FTAs.
