The event affirms Qualcomm's strong commitment to promoting artificial intelligence (AI) technology innovation, developing high-quality human resources and accompanying Vietnam on the path to becoming a regional technology powerhouse.
Following the acquisition of the Generative AI research division of VinAI – one of the leading AI research companies in Vietnam, Qualcomm's new center combines the group's world-class expertise with in-depth understanding of machine learning, computer vision and natural language processing in Vietnam.
This milestone is expected to strengthen Qualcomm's capabilities in developing foundational AI models, while affirming the company's long-term presence in the research and development sector in Vietnam.

With a team of scientists , researchers and AI experts working in Hanoi and Ho Chi Minh City, the new AI R&D center will be part of Qualcomm's global AI research group, playing a key role in developing generative and agentic AI solutions for applications in many fields such as smartphones, personal computers, extended reality (XR), automobiles and Internet of Things (IoT) applications.

Vietnam has formed a large-scale regional semiconductor and artificial intelligence ecosystem.
Following the deal with VinAI, Dr. Bui Hai Hung, former CEO of VinAI, will take on the position of Vice President of Technology at Qualcomm. With decades of experience in AI/ML technology research at prestigious centers such as SRI and Google DeepMind, Dr. Hung will be in charge of strategic research direction in Vietnam, while contributing to Qualcomm's AI research direction globally.
Dr. An Mei Chen, Vice President of Engineering at Qualcomm, with decades of experience and extensive expertise in multiple areas of Qualcomm technology and licensing, will lead the engineering management team and be responsible for expansion into other engineering areas.
The center will focus on technological innovation from basic research to platform building, promoting regional human resource development and academic collaborations, and directly contributing to Qualcomm's global product roadmap as well as the development of the AI technology industry in Vietnam.

Qualcomm’s operations in Vietnam are aligned with the country’s AI, semiconductor and digital transformation strategies, with a focus on technology transfer, ecosystem collaboration and capacity building. Vietnam is actively building an ecosystem that promotes public-private partnerships to accelerate digital transformation, upskill the workforce and enhance innovation.
In this context, Qualcomm's investment will contribute to promoting national priorities by combining world-leading advanced AI capabilities, while providing opportunities and conditions for Vietnamese researchers to develop appropriate solutions to address domestic and international challenges.
“Qualcomm’s investment in AI research and development in Vietnam underscores the growing strength of the domestic technology ecosystem and the essential role of international partnerships in promoting the National Strategy on Artificial Intelligence. We appreciate the participation of international technology corporations such as Qualcomm in enhancing internal capacity, promoting knowledge transfer and building a high-quality science and technology workforce for the future,” said Mr. Bui The Duy, Deputy Minister of Science and Technology.
“By combining Vietnam’s talented workforce with Qualcomm’s global scale and expertise, we expect to enhance our ability to develop advanced, energy-efficient AI solutions for a variety of applications, while strengthening Vietnam’s role in the global innovation value chain,” said Thieu Phuong Nam, General Director of Qualcomm Vietnam, Cambodia and Laos.
Qualcomm's AI R&D Center aims to create long-term economic and social impact by expanding engineering employment opportunities, promoting collaboration with Vietnamese universities, and building a stable technology workforce for domestic industry.
By deploying AI research and development locally, Qualcomm is contributing to enhancing Vietnam’s position in the technology value chain: from assembly to innovation. On the other hand, the launch of the new center also lays the foundation for the ability to scale and export AI solutions developed in Vietnam to international markets.
