This event reaffirms Qualcomm's strong commitment to promoting artificial intelligence (AI) innovation, developing high-quality human resources, and supporting Vietnam on its path to becoming a regional technology powerhouse.
Following the merger of VinAI's Generative AI research division – one of Vietnam's leading AI research companies – Qualcomm's new center combines the corporation's world- class expertise with deep understanding of machine learning, computer vision, and natural language processing in Vietnam.
This milestone is expected to strengthen Qualcomm's capabilities in developing foundational AI models, while also affirming the company's long-term presence in research and development in Vietnam.

With a team of scientists , researchers, and AI experts working in Hanoi and Ho Chi Minh City, the new AI R&D center will be part of Qualcomm's global AI research group, playing a key role in developing generative and agent AI solutions for applications across various fields such as smartphones, personal computers, augmented reality (XR) technology, automobiles, and the Internet of Things (IoT).

Vietnam has developed a large-scale semiconductor and artificial intelligence ecosystem in the region.
Following the acquisition of VinAI, Dr. Bui Hai Hung, former CEO of VinAI, will assume the position of Vice President of Technology at Qualcomm. With decades of experience researching AI/ML technology at prestigious centers such as SRI and Google DeepMind, Dr. Hung will be responsible for strategic research direction in Vietnam, while also contributing to Qualcomm's global AI research direction.
Dr. An Mei Chen, Vice President of Engineering at Qualcomm, with decades of experience and extensive expertise across Qualcomm's technology and licensing fields, will lead the engineering management team and be responsible for expanding into other engineering areas.
The center will focus on technological innovation from basic research to platform building, promoting regional human resource development and academic collaborations, while directly contributing to Qualcomm's global product roadmap and the development of the AI technology industry in Vietnam.

Qualcomm's activities in Vietnam closely align with national strategies on artificial intelligence, semiconductor technology, and digital transformation, with a focus on technology transfer, ecosystem development collaboration, and capacity building. Vietnam is actively building an ecosystem that fosters public-private partnerships to accelerate digital transformation, enhance workforce skills, and strengthen innovation capabilities.
In this context, Qualcomm's investment will contribute to advancing the nation's priority goals by combining world-leading advanced AI capabilities, while also providing opportunities and enabling Vietnamese researchers to develop suitable solutions to address both domestic and international challenges.
“Qualcomm’s investment in AI research and development in Vietnam underscores the growing strength of the domestic technology ecosystem and affirms the essential role of international cooperation in promoting the National Strategy on Artificial Intelligence. We highly appreciate the participation of international technology corporations like Qualcomm in enhancing internal capabilities, promoting knowledge transfer, and building a high-quality scientific and technological workforce for the future,” said Mr. Bui The Duy, Deputy Minister of Science and Technology.
“By combining Vietnam’s elite human resources with Qualcomm’s global scale and expertise, we expect to enhance our capacity to develop advanced, energy-efficient AI solutions for a wide range of applications, while strengthening Vietnam’s role in the global innovation value chain,” said Thieu Phuong Nam, General Manager of Qualcomm Vietnam, Cambodia, and Laos.
Qualcomm's Artificial Intelligence Research and Development Center aims to create lasting socio -economic impact by expanding engineering job opportunities, fostering collaboration with Vietnamese universities, and building a stable technology workforce for the domestic industry.
Through the deployment of local AI research and development, Qualcomm is contributing to enhancing Vietnam's position in the technology value chain: from assembly and processing to innovation. Furthermore, the launch of the new center lays the foundation for the potential expansion and export of AI solutions developed in Vietnam to international markets.
